摘要
中国共产党第十九次全国代表大会首次将运用监督执纪"四种形态"写入党章,其中运用监督执纪"第一种形态",是指党内经常开展批评与自我批评,对苗头性、倾向性问题多提醒,对轻微违纪问题常批评,让"红红脸、出出汗"成为常态,切实把纪律和规矩挺在前面。以高职院校监督执纪"第一种形态"为视角,提出新形势下高职院校践行监督执纪"第一种形态"的对策建议:在目标导向上,强化两个责任、坚持挺纪在前、确保精准施治,切实用监督执纪第一种形态管住大多数;在过程导向上,注重日常监督、抓好制度保障、加强队伍建设,积极探索做深做细常态化监督有效路径;在效果导向上,聚焦政治要求、规范工作考核、突出跟踪问效,发挥好监督执纪第一种形态的运用质效。
The Nineteenth National Congress of the Communist Party of China wrote the"four forms"of supervision and discipline into the party constitution for the first time.The"first form"of supervision and discipline refers to the frequent criticism and self-criticism within the party,remind symptoms and tendencies,criticize minor violations,let"red face and sweating"become the norm,and earnestly keep discipline and rules ahead.From the perspective of the"first form"of supervision and discipline in higher vocational colleges,we put forward countermeasures and suggestions for the implementation of the"first form"of supervision and discipline in higher vocational colleges under the new situation:In terms of goal orientation,strengthen the two responsibilities,insist on strict discipline,ensure precise governance,and effectively use the first form of supervision and discipline to control the majority;In terms of process orientation,pay attention to daily supervision,ensure system guarantees,strengthen team building,and actively explore effective paths for deep,detailed and normalized supervision;In terms of effect orientation,focus on political requirements,standardize work assessment,highlight follow-up and inquiry effectiveness,and give full play to the quality and effectiveness of the first form of supervision and enforcement.
