美国大流行性流感防控机制对我国交通运输部门防控新冠肺炎疫情的启示 被引量:8

摘要 通过对《美国大流行性流感国家战略》《大流行性流感国家战略实施计划》《大流行性流感准备、响应和恢复指南——重点基础设施和关键资源》等3份文件核心要点的解读,介绍了美国联邦运输部在大流行性流感防控中发挥的作用及采取的措施,提出美国大流行性流感防控机制对我国交通运输部门防控新型冠状病毒肺炎疫情的启示,包括:借鉴美国大流行性流感防控理念,完善我国交通运输部门应对突发公共卫生事件的机制;建议我国交通运输部门在充分总结现有经验的基础上,参考美国大流行性流感防控体系,制订我国交通运输业防控大流行性传染病的顶层计划,为应对未来疫情暴发做好准备;在疫情防控过程中和疫情结束后,始终加强科学研究,通过大数据分析等手段,科学决策,完善各类政策、法规和标准。 Based on reviewing the three key documents including National Strategy for Pandemic Influenza,National Strategy for Pandemic Influenza Implementation Plan,Pandemic Influenza Preparedness,Response,and Recovery Guide for Critical Infrastructure and Key Resources which were about the system of the U.S.national strategy for pandemic influenza,the role and strategies of the U.S.department of transportation in pandemic influenza control and prevention were introduced.Drawing lessons from the U.S.pandemic influenza control and prevention mechanism,the enlightenment for the control and prevention of Corona Virus Disease 2019(COVID-19)to China′s transportation authorities was put forward,including:learning from the U.S.pandemic influenza control and prevention,improving the mechanism of China's transportation authorities in dealing with public health emergencies;on the basis of fully summarizing the experience and referring to the U.S.pandemic influenza control and prevention system,China's transportation authorities should draw up a top-level plan for the control and prevention of pandemic infectious diseases,so as to prepare for future outbreaks.During the epidemic control and prevention process and after the end of the outbreak,relative scientific research should be strengthened,so as to make scientific decisions through big data analysis and other means,and improve various policies,regulations and standards.
