摘要
基于投入和产出两个方面,运用DEA-Malmquist指数法对我国30个省(市)2009—2018年科技创新效率进行差异性研究.结果表明:静态看,我国科技创新效率在研究期内虽然呈上升的趋势,但仍存在资源使用不合理的情况;动态看,技术进步是驱动我国科技创新全要素生产率变化的重要因素.区域全要素生产率呈不平衡发展态势,西部地区全要素增长率最高,而东北部地区增长率最低.最后,从科技创新投入产出、技术效率和规模效率以及相关政策等方面,探析了我国区域科技创新效率产生差异的原因,并提出相应对策.
Based on the two aspects of input and output,this paper uses DEA Malmquist index method to study the regional scientific and technological innovation efficiency of 30 provinces and cities in China from 2009 to 2018.The results show that:(1)From the static point of view,although the efficiency of science and technology innovation in China has been on the rise in the past decade,there are still unreasonable use of resources.(2)From the dynamic point of view,technological progress is the main reason for the change of total factor productivity of science and technology innovation in China;In addition,the regional total factor productivity shows an unbalanced development trend,and the total factor growth in the western region is ahead of the eastern,central and northeast regions.Finally,this paper analyzes the reasons for the differences in the efficiency of regional scientific and technological innovation in China and puts forward the corresponding countermeasures.
