摘要
全球金融危机的深刻教训使各国纷纷反思其金融监管制度,美国《多德—弗兰克法案》的立法意旨在于加强对系统性风险的防范和对弱势群体的金融保护,《巴塞尔协议Ⅲ》相比以前的两个版本,其监管要求和监管标准都有了进一步提高。监管方要调整监管观念,从关注"管住风险,管住金融机构"转向"促进竞争、发展来降低风险"。短期内,分业监管模式与我国当前金融业发展水平较为符合,但从发展的眼光看,中国大陆的监管体系应逐步过渡到"一行一会",即一个央行一个金融监督管理委员会监管模式。
