摘要
我国的产业链存在链条短、个别环节缺失、环节之间衔接不紧以及各环节发展不协调等问题,而基础设施不健全、生产要素市场不发达、利益分配机制不合理及地方保护主义阻碍等则是问题的成因。要解决这些问题需采取如下财政对策:加大基础设施建设的财政投融资力度;增加用于培育生产要素市场的资金的投入;优化利益分配机制;进一步深化财政体制改革。
The industrial chains of China exists these problems as follows： the chains are short; some sections are lost; the relations among the sections are lack of compactness and the development of some sections is not harmonious with each other. The causes of these problems are that the infrastructures are not perfect, the market of production factors is not developed, the benefit allotment system is not reasonable and the region＇ s protectionism hinders the formation of industrial chains. In order to resolve these problems, the following fiscal polices should be adopted： increasing the fiscal investment of infrastructure ; nurturing the markets of product factors with more fiscal funds ; optimizing the allotment system of benefit; keeping on deepening fiscal system reformation.
