摘要
自2000年全面推进城市社区建设以来,通过社区管理与服务的不断发展,居民参与社区建设的程度在日益提升。十多年间,学者们对居民参与现状、问题及对策等方面开展了多学科的研究,并取得了丰富的研究成果。然而随着经济体制改革的深入推进,我国的基层社会治理模式、社会组织方式、价值观念和行为方式等正发生更加深刻的变化。这对于基层政府推进社区居民参与的探索与实践已产生了巨大的影响,带来了更多的机遇与挑战,使居民参与呈现新的特点。本文结合四个城市社区的实地调查情况,分析了居民参与的要素及其现状,并构建了推动居民参与社区建设的机制,剖析了参与机制的形成、分类及其影响因素,提出推动居民参与机制运行的条件,及针对居民参与行为的发生动机提出了一种可能的解释框架:"需求—条件—信任"。
Since the construction of urban communities has been comprehensively promoted in 2000,the residents’ participation is strengthening through the continuous development of community management and services.More than 10 years,scholars carried out multidisciplinary research on the present situation,problems and countermeasures of residents’ participation,which has reached extensive achievements.However,with the deepening of economic reform,China’s grass-roots social governance model,the way of society organizing,values and behavior patterns are undergoing profound changes.It has generated a huge impact for the grassroots government to promote the exploration and practice of community residents’ participation,and brings more opportunities and challenges.In this dissertation,author analyzes the new features and trends of the residents’ participation on the basis of the system overview of the theory and practice about residents’ participation at home and abroad.And it proposes a possible explanation framework for the motives of residents’ participation behavior:"demand-condition-trust".Firstly,it is introduction,which summary of the status,function,power and constraint of the urban resident,participation as well as enhance the residents to participate in countermeasures.Western scholars have started early in the study of citizen participation in community governance.The theoretical results and practical experience are quite rich,and the empirical research is very mature.It can be said that these academic achievements are inseparable from the success of Western social practice.Their civic participation in research and practice is far ahead of us.However,according to our actual national conditions,many research theories can be used for reference,but they must not be copied.Otherwise,not only do they have no realistic effects,but they are half the battle.Therefore,the research results of Western participation in promoting citizen participation in community building are critically absorbed.It is undeniable tha
