Numerous theoretical and empirical studies have been conducted on activity fragmentation, but few studies have focused on the fragmentation of leisure activities. This study was intended to extend the extant literature by: 1) analysing the spatio-temporal fragmentation of physical and virtual leisure activities by using a dataset collected in Nanjing, China, and 2) evaluating the reasons of leisure activity fragmentation, as well as the potential spatial effect of activity fragmentation. The results indicated that virtual leisure activities are more fragmented than physical leisure activities, but the fragmentation of physical and virtual leisure activities varies on weekday and weekend, as well as in various locations and urban districts. In addition, the results suggested that sociodemographic factors and information and communication technology(ICT) variables distinctly affect the fragmentation of leisure activities. Meanwhile, the fragmentation of virtual leisure activities may enhance the transformation of traditional urban space by reallocating leisure activity times and locations.展开更多

This article reviews social regulatory and redistributive policies in China that aim at fostering digital inclusion of persons with disabilities.We examine the emerging Chinese policies and how China has responded to ...This article reviews social regulatory and redistributive policies in China that aim at fostering digital inclusion of persons with disabilities.We examine the emerging Chinese policies and how China has responded to the impacts of the coronavirus disease(COVID-19)on digital inclusion in terms of redistribution,market regulation,involvement of persons with disabilities and disabled people’s organizations(DPOs),and awareness-raising campaigns.The policy review demonstrates that the Chinese policy framework contains a few redistributive initiatives,for example,cash transfer programs,and free distribution of information and communications technology(ICT).These have the potential to increase the uptake of ICT among persons with disabilities.The Chinese policy framework also includes provisions to ensure consultation with individual persons with disabilities and DPOs in the deliberation and implementation of ICT accessibility policies.While China has initiated awareness-raising campaigns among market actors about the importance of digital inclusion,so far,the Chinese government has adopted little legal regulation of the market to foster accessibility to ICT.The article thus argues that some of the limitations may be due to the way state–market relations have developed since the economy opened up in 1978.Apart from the growing benefits of several cash transfer programs,we have not seen major changes or adjustments to the current policy framework during the efforts to mitigate the impact of COVID-19 on digital inclusion.展开更多
The purpose of this study is to systematically showcase and evaluate how students’,schools’,and countries’Information and Communication Technology(ICT)development levels influence students’digital reading literacy...The purpose of this study is to systematically showcase and evaluate how students’,schools’,and countries’Information and Communication Technology(ICT)development levels influence students’digital reading literacy by using the data of the Program for International Student Assessment(PISA)2018 and the multi-level model approach.It is found that the ICT development at each level has a significant positive effect on students’digital reading literacy,and there is a significant interactive moderating effect between different levels.The gap in ICT development levels between the countries participating in the Belt and Road Initiative(BRI)and developed economies has a“Matthew effect”in widening the digital reading literacy gap in the short term,but in the long run,the faster growth of the countries participating in BRI in ICT development levels will narrow the gap and alleviate the effect.China should make use of its advantages in ICT development to engage in global education governance,facilitate the co-development in both the ICT development level and the digital reading literacy for the countries participating in BRI,and contribute to the development of global education by opening up a new way of development.展开更多
Characterized by networking,digitization,and intellectualization,the new generation of Information and Communication Technologies(ICTs)has promoted integration of various national economic industries,with a more signi...Characterized by networking,digitization,and intellectualization,the new generation of Information and Communication Technologies(ICTs)has promoted integration of various national economic industries,with a more significant leading role in the socio-economic development.In order to describe the influence of ICT industries on economic growth,this paper has comprehensively analyzed the contribution mechanism of ICTs to current economy.Crucial indicators,such as Total Telecommunications Business(TTB),Data Traffic(DT),and Computing Power Development Index(CPDI),have been innovatively selected to sufficiently describe the data circulation scale and the processing capacity in the era of digital economy.Based on relevant statistics of 31 provinces(municipalities or autonomous regions)in China from 2011 to 2020,quantitative results have been put forward to interpret the impact of ICT industries on the national economy development by using correlation coefficient analysis and data regression analysis methods.The measurement results show that TTB,DT,and CPDI are positively correlated with the national economic development,indicating that each 1%increasement of TTB,DT,and CPDI increases Gross Domestic Product(GDP)by 0.08%,0.09%,and 0.6%,respectively.展开更多
This paper investigates the challenges associated with the inconspicuousness of indigenous African languages in the South African education system,as established during empirical research conducted by the author for h...This paper investigates the challenges associated with the inconspicuousness of indigenous African languages in the South African education system,as established during empirical research conducted by the author for his PhD thesis.According to the findings of the research,integrating indigenous African languages in the basic education sector is a key strategic shift that should be considered for it could fast-track efforts to elevate and promote indigenous African languages as media of educational instruction.These languages have been discriminated against for decades,since the era of colonisation and Apartheid South Africa.Despite attempts by the democratic government,through transformative legislative frameworks,African languages are inconspicuous within the education sector.Institutions of learning have developed multilingual language policies yet their implementation remains a problem.Based on the critical review of the literature on indigenous African languages,and with a focus on information and communication technology(ICT),the paper investigates policy opportunities and challenges.The paper concludes by assessing the low profile of indigenous languages in education,and its likely impact on the high failure rate in South African schools.展开更多
