The holisticity of governance is reflected in the unity and coordination between value rationality and instrumental rationality, normative appeal and practical appeal as well as global governance and state governance. Global and state governances are two strategic considerations in contemporary China. Actively participating in global governance and rationally promoting state governance is the rational choice of contemporary China, which plays a unique and significant role in realizing the social transformation and national rejuvenation and modernization of contemporary China. Deepening state governance with the help of global governance and promoting global governance with the support of state governance is the basic idea and dimension of understanding and grasping the interaction, coordination and overall planning between the two. The restrictions and effects of global governance on state governance are mainly reflected in such considerations as objects, mechanisms, concepts and interests of governance, and modernization of state governance system and improvement of governance capacity can promote and deepen global governance in a more effective way.展开更多

Within the framework of spatial econometrics, we investigate empirically the consequence of such an institutional setting. Using city-level data for China, the present study finds that city governments behave strategically in making spending decisions regarding environmental protection. This paper finds that a city government appears to cut its own spending as a response to the rise in environmental protection spending by its neighbors. Hence, environmental protection tends to be underprovided. As a result, we suggest that centralizing the environmental protection responsibility to a higher level of government would be beneficial in terms of controlling pollution in China.展开更多
With the increased integration of photovoltaic(PV)power generation into active distribution networks,the operational challenges and their complexities are increased.Such networks need detailed characterization PV syst...With the increased integration of photovoltaic(PV)power generation into active distribution networks,the operational challenges and their complexities are increased.Such networks need detailed characterization PV systems under multiple operating conditions to understand true impacts.This paper presents a new mathematical model for a PV system to capture detailed effects of PV systems.The proposed model incorporates state transitions of components in a PV system and captures effects of insolation variations.The paper performs a reliability assessment incorporating PV systems at resource locations.The results suggest that the reliability performance of an active distribution network at stressed operating conditions might be influenced by the high penetration of PV system.Reliability performance of distribution networks that are high penetrated with PV systems can be affected by cloudy effects resulting from insolation variations.The proposed model can be used to quantify the level of reduction in reliability,resulting with cloudy effects.展开更多
