Each successful economic transcendence was followed by the corresponding transcendence of human resources. It has been proved that the rapid accumulation of human resources serves as an important driving factor for the fast economic development. The accumulation of human resources has undergone different stages. Generally speaking, the chasing in human resources goes ahead of the chasing in economic development, and the accelerating development in education originates from the innovation of educational system. Over the past two thousand years, China has achieved the following experience in economic development and human resources accumulation: the rise and fall of a nation is determined by the development of human resources, which in turn depends on the strength of the nation. To realize her aim of catching up with the developed countries in the economic development, China must first achieve the transcendence over the developed countries in educational development and human resources accumulation. During the period of 2001-2020, China will enjoy a rapid accumulation in human resources and have the most important opportunities for her progress. The period of 2021-2050 will witness China’s mature development in economy and overall transcendence over the developed countries in human resources.展开更多

Such opinions or schools of thought can be roughly classified into three theories of a) geographical conditions, b) empirical trial and error, and c) private property rights. Although each school of thought makes sense, they all fail to fully uncover the main reason why, in modern history, China lagged behind western countries in the development of science and technology. In our opinion, the correct solution is to draw on historical experiences, integrate all schools of thought, proceed with an emphasis on the definition and protection of property rights, boost government investment in basic scientific research, strengthen government service functionality, actively develop NGOs, and open more widely to the outside world, with a view of pushing forward China's scientific and technological innovation and accelerating the pace of China's modernization.展开更多
