教育质量特性是与教育消费者要求有关的教育的固有特性,教育质量特性是理解和把握教育质量的关键。教育质量特性需要通过教育输入、教育过程和教育结果全方位来体现,对于不同的教育消费者,教育质量特性的表现形式和具体内容也有所不同。其具体内容包括功能性、文明性、舒适性、时间性、安全性、经济性和可信性。

在全球化背景下跨国移民成为普遍现象。20世纪70年代越南战争结束后东南亚苗族以难民身份迁徙到美国。苗族移民原有的生产生活方式及社会文化背景使他们难以适应美国社会。由于社会经济文化上的巨大差异,苗族移民在美国遇到了各种各样的问题。苗族移民所面临的困境与他们受教育程度较低密切相关。美国苗族移民意识到现代教育是他们适应社会生存发展的最佳选择,故而对后辈通过教育改变命运寄予重望。同时,年轻一代对苗族历史文化的陌生感使苗族长者深刻体会到苗族文化才是本民族生存与发展的灵魂,自己有责任唤醒后辈对本民族文化的自觉意识。现代教育与苗族文化传承对苗族移民适应社会生存发展及延续民族文化基因具有重要的意义。

Under the background of globalization, transnational immigration has become widespread around the world. After the end of Vietnam War in the 1970s, many Hmong people of Southeast Asia immigrated as refugees to the United States. Hmong immigrants＇ traditional life style and social-cultural background make it difficult for them to adapt to the American society. The plight of the Hmong immigrants is closely related to their low level of modern education. They have come to realize that modern education is the best choice for their survival and development. As a result they attach great importance to the education of the younger generation. Because the younger generation knows little about Hmong history and culture, Hmong elders then realize that Hmong culture is the soul of their survival and development as an ethnic group. They also recognize that they have the responsibility to awaken the younger generation to the consciousness of Hmong culture. Therefore, modern education and cultural heritage both have important values in Hmong immigrants＇ adaptation to the American society and continuity of their cultural heritage.
