The development of machine learning in complex system is hindered by two problems nowadays.The first problem is the inefficiency of exploration in state and action space,which leads to the data-hungry of some state-of...The development of machine learning in complex system is hindered by two problems nowadays.The first problem is the inefficiency of exploration in state and action space,which leads to the data-hungry of some state-of-art data-driven algorithm.The second problem is the lack of a general theory which can be used to analyze and implement a complex learning system.In this paper,we proposed a general methods that can address both two issues.We combine the concepts of descriptive learning,predictive learning,and prescriptive learning into a uniform framework,so as to build a parallel system allowing learning system improved by self-boosting.Formulating a new perspective of data,knowledge and action,we provide a new methodology called parallel learning to design machine learning system for real-world problems.展开更多

This is followed be a summary of recent results in the theory of knowledge creation. Most of them concern diverse spirals of creative interplay between rational (explicit) and intuitive or emotional (tacit) aspects of knowledge. Some of them concentrate on organizational (market or purpose-oriented) knowledge creation, other describe academic (research-oriented) knowledge creation. The problem addressed in this paper is how to integrate diverse spirals of knowledge creation into a prescriptive or exemplar model that would help to overcome the differences between organizational (market-oriented) and normal academic knowledge creation. As such prescriptive approach, the JAIST Nanatsudaki Model of knowledge creation is proposed. It consists of seven spirals, known from other studies, but integrated in a sequence resulting from the experience of authors in practical management of research activities. Not all of these spirals have to be fully utilized, depending on a particular application, but all of them relate to some essential aspects of either academic or organizational knowledge creation. The paper presents Nanatsudaki Model in detail with comments on consecutive spirals. The results of a survey of opinions about creativity conditions at JAIST indicate the importance of many spirals constituting the Nanatsudaki Model. Directions of further testing the Nanatsudaki Model are indicated.展开更多
Objective:To investigate the necessary eligibility criteria for prescriptive authority for midwives,gather suggestions from experts on training content for prescriptive authority for midwives,and explore the scope of ...Objective:To investigate the necessary eligibility criteria for prescriptive authority for midwives,gather suggestions from experts on training content for prescriptive authority for midwives,and explore the scope of practice of their prescriptive authority in certain circumstances.The results of this study could serve as a reference for the development of policies on prescriptive authority for midwives.Methods:Based on a literature search and semistructured interviews,a modified Delphi method was first used to conduct 2 rounds of expert consultation on eligibility criteria and training content for prescriptive authority for midwives.This stage included nursing experts(20)and medical experts(16)engaged in midwifery in many tertiary Grade A hospitals in China.Subsequently,consultation on the scope of practice of prescriptive authority for midwives was conducted with nursing experts(18)and medical experts(14)engaged in midwifery in many tertiary Grade A hospitals in China.The suggestions from the experts were analyzed using statistical methods to confirm the eligibility criteria for prescriptive authority,training content,circumstances,scope of practice for prescriptive authority,and the prescription forms.Results:Among the consulted experts,70.59%(the highest acceptance rate)considered an undergraduate degree to be the minimum educational requirement for midwives to be eligible for prescriptive authority,85.29%(the highest acceptance rate)considered the supervisor nurse to be the minimum technical position experience necessary for midwives to be eligible for having prescriptive authority,and 50%(the highest acceptance rate)considered 5 years to be the minimum number of years of experience in the specialty for midwives to be eligible for prescriptive authority.The applicants should at least be practicing at Grade C hospitals,which was the consensus among 91.18%of the consulted experts.Among the consulted experts,100%,100%,97.06%,94.12%,and 94.12%agreed that the applicants should have knowledge in pharmacology,laws 展开更多

When a decision criterion (notion of rationality) is either agreed upon by the players or prescribed by an external arbiter, the resulting decision process is modeled by a suitable scalar transformation (utility function). Each n-tuple of von Neumann-Morgenstern utilities is transformed into a nonnegative scalar value between 0 and 1. Any n-tuple yielding a largest scalar value determines an SE, which is always a pure strategy profile. SEs can be computed much faster than Nash equilibria, for example;and the decision criterion need not be based on the players’ selfishness. To illustrate the SE, we define a compromise equilibrium, establish its Pareto optimality, and present examples comparing it to other solution concepts.展开更多
The paper gives an example showing that the utilization of prescriptive rules in some situations can lead to strong underestimation of the real risks and inadequate fire safety assessment of buildings.The issue seems ...The paper gives an example showing that the utilization of prescriptive rules in some situations can lead to strong underestimation of the real risks and inadequate fire safety assessment of buildings.The issue seems to be very important as the prescriptive rules in many European countries are the only allowed and acceptable by the authority’s method of building fire safety assessment.The building presented in this paper is an exemplary bakery plant consisting of several premises of a different purpose and method of use,e.g.:technical facilities,production depot,distribution and storage spaces,long-term storage cool rooms,etc.The whole building that consists of single-story technological(production and storage)part and(located on two stories)office parts was approved as a singular fire zone with a total usable area of 6280 m2.The technological area includes production facilities,storage depots of raw materials,packages and finished products,as well as cold stores and a number of auxiliary function rooms.In the second(having two stories)part of the building some social rooms,administrative areas and offices are localized.The total height of the building(at the highest point)does not exceed 10.5 m.Due to the Polish regulations the parameters determining the fire-related requirements of individual structural elements of the building(especially in terms of their fire resistance)are the surface area,the average value of the fire-load density and the presence of the risk of possible explosion.The building was designed based on the assumption that the average fire-load density does not exceed the level of 1000 MJ/m2.The analysis and calculations carried out during the exploitation phase of the building confirmed the compatibility with the assumptions adopted,but the actual volume,estimated at the level of 974 MJ/m2 proved to be very close to the limit value.Exceeding of the limit value of 1000 MJ/m2-due to provisions given in a state regulations-would automatically double the formal requirements for the resistance of 展开更多
