To improve the resilience of distribution networks(DNs),a multi-stage dynamic recovery strategy is proposed in this paper,which is designed for post-disaster DN considering an integrated energy system(IES)and transpor...To improve the resilience of distribution networks(DNs),a multi-stage dynamic recovery strategy is proposed in this paper,which is designed for post-disaster DN considering an integrated energy system(IES)and transportation network(TN).First,the emergency response quickly increases the output of gas turbines(GTs)in the natural gas network(NGN),and responsively reconfigures the DN in microgrids,to maximize the amount of loads to be restored.The single-commodity flow model is adopted to construct spanning tree constraints.Then,in the second stage of energy storage recovery,mobile energy storage systems(MESSs)are deployed to cover the shortages of power demands,i.e.,to further restore the loads after evaluating the load recovery situation.The Floyd algorithm based dynamic traffic assignment(DTA)is selected to obtain the optimal path of the MESSs.In the third stage,the outputs of various post-disaster recovery measures are adjusted to achieve an economically optimized operation.Case studies demonstrate the effectiveness of the proposed dynamic post-disaster recovery strategy.展开更多

Revealing the post-disaster economic development and recovery process is very important for enhancing disaster prevention and response capacity in order to formulate control policies and recovery methods for post-disaster economic reconstruction based on economic resilience. Using long-term socioeconomic data and the autoregressive integrated moving average (ARIMA) model, this paper calculated the economic resilience index of the areas most severely affected by the Wenchuan Earthquake of 2008 and adopted the improved variable returns to scale (VRS) date envelopment analysis (DEA) model and the Malmquist productivity index to analyze the efficiency and effect of annual post-disaster recovery. The results show that: (1) the economic resilience index of the areas most severely affected by the Wenchuan Earthquake was 0.877. The earthquake resulted in a short-term economic recession in the affected areas, but the economy returned to pre-quake levels within two years. In addition, the industrial economy was less resilient than agriculture and the service industry. (2) The comprehensive economic recovery efficiency of the disaster-stricken area in the year following the disaster was 0.603. The comprehensive efficiency, the pure technical efficiency, and the scale efficiency of the plain and hilly areas were significantly greater than those of the plateau and mountain areas. (3) The annual fluctuation in total factor productivity (TFP) following the disaster was considerable, and the economic recovery efficiency decreased significantly, resulting in a short-term economic recession. Healthcare relief teams dispatched to rural areas often face difficulties due to limited initial and ongoing health information in the affected community.The present study investigated patterns of healthcare service d...Healthcare relief teams dispatched to rural areas often face difficulties due to limited initial and ongoing health information in the affected community.The present study investigated patterns of healthcare service demand for a rural displaced population in a post-disaster situation.Three weeks after the 2014 Ludian County earthquake,the Institute for Disaster Management and Reconstruction(IDMR) at Sichuan University and Hong Kong Polytechnic University organized a disaster nursing team to support the rural community in Longtoushan,at the epicenter of the earthquake.A cross-sectional,records-based study of 2484 records obtained from a temporary hospital in Longtoushan(for the period of 14 September-1 October 2014) was conducted.The daily number of records by patients' sociodemographic characteristics and medical diagnoses were plotted on a time series graph to explore the temporal change during the study period.Findings indicate that healthcare service demand from younger age groups was higher than that of the older adult group.Three major health problems were observed:respiratory disease,skin problems,and ear,eye,and throat(EET) problems.All of these very real health problems are chronic issues that require long-term care.They are not health issues directly related to the disaster emergency itself.Yet disaster relief nursing teams were selected on the basis of their ability to cope primarily with traumatic disaster-related injuries.The existing practice of teaming up disaster relief professions might not be optimal.To better understand the healthcare needs of a displaced population,short- and long-term planning is needed.Planning will allow disaster response professionals to better organize and deploy healthcare personnel to manage the above-listed problems in a postdisaster situation.展开更多

In this c...In the Occupied Palestinian Territories, the Gaza Strip has suffered regular cycles of reconstruction due to systematic destruction during Israeli military operations, as in 2006, 2008–2009, 2012, and 2014. In this context of ongoing conflict this article aims to identify, rank, and discuss the most important factors influencing post-disaster reconstruction project management(PDRPM) for housing in the Gaza Strip. A set of key factors that influence PDRPM were assembled as a result of a global literature review. A questionnaire survey was conducted, and the obtained data were analyzed using a relative importance index for each PDRPM factor. Findings are presented in six groups: housing approaches, organizational behavior, project funding, supply chain and logistics, communication and coordination, and PDRPM context. Findings indicate that the most significant factors that influence PDRPM for housing provision in the Gaza Strip are related to issues associated with financial resources. It is critical that sufficient funding should be available in order to allow organizations to undertake housing projects in an effective and efficient way. Joint efforts are required from international donors and local organizations in order to effectively manage financial resources with the ultimate goal of improving PDRPM for housing provision.展开更多

Therefore, a reasonable assessment of the flood-affected areas, advance arrangements for the deployment of the Yellow River basin flood disaster prevention and control plays a decisive role. For this purpose, this paper proposes a level assessment method based on the flood which analyzes three factors related to flooding disaster (disaster impact range, social index, and property index) through the gray correlation analysis method, to evaluate the level of flood disaster. Different from the traditional assessment method, which evaluates the nature of flood from the perspective of indicators such as frequency, duration, and magnitude, or indirect factors such as rainfall and soil loss, this paper conducts qualitative calculation of macro-scale indicators from the perspective of post-disaster losses in previous years. 农村居民点整治潜力测算及模式确定是土地整治规划的重要组成部分。该文针对灾后重建区农村居民点整治的复杂状况,采用实地调查数据与户均建设用地标准法,以行政村为单元,介绍了一种灾后重建区农村居民点整治潜力的测算方法;在此基础上...农村居民点整治潜力测算及模式确定是土地整治规划的重要组成部分。该文针对灾后重建区农村居民点整治的复杂状况,采用实地调查数据与户均建设用地标准法,以行政村为单元,介绍了一种灾后重建区农村居民点整治潜力的测算方法;在此基础上,选取了包括整治潜力在内的影响重建区整治模式的15个典型指标,通过分析处理土地利用、数字高程模型及社会经济与人口等数据,运用地理信息系统软件ArcGIS对各指标进行定量描述,并结合多元统计分析软件SPSS(statistical productand service solutions)提取6个主成份指标,通过层次聚类法将155个行政村进行量化分析,最终确定了5种农村居民点整治模式。研究表明,绵竹市农村居民点整治潜力为1763.23hm2;适宜改造提升模式的村有81个、适宜特色整治模式的村15个、适宜迁村并点模式的村16个、适宜集聚扩展模式的村28个、适宜生态搬迁模式的村15个。该研究成果可为灾后重建地区农村居民点整治规划及整治模式的选择提供理论支撑和实践指导。展开更多

Viable disaster risk reduction measures should resolve the root causes of predisaster vulnerabilities. Accordingly, we investigated the recovery from the impact of Cyclone Aila in Koyra Upazila, Bangladesh, which was severely damaged by this2009 cyclone. Our research focused on understanding preAila vulnerabilities to cyclone impact and examined the degree of inclusion of vulnerability reduction measures within the recovery process. A composite methodology that included an institutional survey, key informant interviews,collection of the judgment of experts, focus group discussions, and a score-based quantification technique was adopted. Through a process of understanding pre-Aila vulnerabilities, recognition of the root causes of these inherent weaknesses, and identification of appropriate measures for pre-Aila vulnerability reduction, a set of 23 indicators were selected to represent the most desirable vulnerability reduction measures to implement duringrecovery. A score-based technique was applied to measure the degree of inclusion of vulnerability reduction within the recovery with respect to the indicators. The scoring result shows that the degree of inclusion of vulnerability reduction within the recovery was poor. The result specifies that among the 23 indicators of potential vulnerability reduction measures, 10 are completely missing and the rest are only partially included. The overall findings imply that the Koyra community continues to live with a vulnerability similar to that of the pre-Aila period.展开更多
Recent advances in computer vision and deep learning have shown that the fusion of depth information can significantly enhance the performance of RGB-based damage detection and segmentation models.However,alongside th...Recent advances in computer vision and deep learning have shown that the fusion of depth information can significantly enhance the performance of RGB-based damage detection and segmentation models.However,alongside the advantages,depth-sensing also presents many practical challenges.For instance,the depth sensors impose an additional payload burden on the robotic inspection platforms limiting the operation time and increasing the inspection cost.Additionally,some lidar-based depth sensors have poor outdoor performance due to sunlight contamination during the daytime.In this context,this study investigates the feasibility of abolishing depth-sensing at test time without compromising the segmentation performance.An autonomous damage segmentation framework is developed,based on recent advancements in vision-based multi-modal sensing such as modality hallucination(MH)and monocular depth estimation(MDE),which require depth data only during the model training.At the time of deployment,depth data becomes expendable as it can be simulated from the corresponding RGB frames.This makes it possible to reap the benefits of depth fusion without any depth perception per se.This study explored two different depth encoding techniques and three different fusion strategies in addition to a baseline RGB-based model.The proposed approach is validated on computer-generated RGB-D data of reinforced concrete buildings subjected to seismic damage.It was observed that the surrogate techniques can increase the segmentation IoU by up to 20.1%with a negligible increase in the computation cost.Overall,this study is believed to make a positive contribution to enhancing the resilience of critical civil infrastructure.展开更多

Research in this...There is increasing interest in using Google Street View(GSV) for research purposes, particularly with regard to ‘‘virtually auditing'' the built environment to assess environmental quality. Research in this field to date generally suggests GSV is a reliable means of understanding the ‘‘real world'' environment. But limitations around the dates and resolution of images have been identified. An emerging strand within this literature is also concerned with the potential of GSV to understand recovery post-disaster. Using the GSV data set for the evacuated area around the Fukushima Dai'ichi nuclear power plant as a case study, this article evaluates GSV as a means of assessing disaster recovery in a dynamic situation with remaining uncertainty and a significant value and emotive dimension. The article suggests that GSV does have value in giving a high-level overview of the postdisaster situation and has potential to track recovery and resettlement over time. Drawing on social science literature relating to Fukushima, and disasters more widely, the article also argues it is imperative for researchers using GSV to reflect carefully on the wider socio-cultural contexts that are often not represented in the photo montage.展开更多

In post-disaster conditions,social support is generally observed to impact mental health, particularly for survivors. This review was conducted to survey the extent of social support effectiveness on disaster responder groups. Published quantitative social support studies on police, emergency medical responders,rescue and recovery workers, firefighters, and military responders were searched in various academic databases using keyword searches, a reference list search, and a citation search that resulted in 24 studies with 90 effect sizes being included in the final data base. Articles were coded and effect sizes were averaged using the Hedges–Vevea Random Effects model. Nineteen categories of psychological outcomes(for example, anxiety, depression,posttraumatic stress symptoms, and psychological distress)and eight classifications of support were coded. Social support was found to be associated with anxiety, burnout,depression, job control, job satisfaction, psychological distress, turnover intentions, and work engagement, with mean effect sizes from-0.36 to 0.57. Most studies measured perceived social support and negative outcomes.Social support correlated with outcomes in police responders and rescue and recovery workers. This review discusses the breadth of effect of social support, as well as other elements, such as temporal factors, that may affect the effectiveness of social support in disaster responders.展开更多

文摘农村居民点整治潜力测算及模式确定是土地整治规划的重要组成部分。该文针对灾后重建区农村居民点整治的复杂状况,采用实地调查数据与户均建设用地标准法,以行政村为单元,介绍了一种灾后重建区农村居民点整治潜力的测算方法;在此基础上,选取了包括整治潜力在内的影响重建区整治模式的15个典型指标,通过分析处理土地利用、数字高程模型及社会经济与人口等数据,运用地理信息系统软件ArcGIS对各指标进行定量描述,并结合多元统计分析软件SPSS(statistical productand service solutions)提取6个主成份指标,通过层次聚类法将155个行政村进行量化分析,最终确定了5种农村居民点整治模式。研究表明,绵竹市农村居民点整治潜力为1763.23hm2;适宜改造提升模式的村有81个、适宜特色整治模式的村15个、适宜迁村并点模式的村16个、适宜集聚扩展模式的村28个、适宜生态搬迁模式的村15个。该研究成果可为灾后重建地区农村居民点整治规划及整治模式的选择提供理论支撑和实践指导。
文摘Numerous scholars and researchers have long advocated for citizen engagement in post-disaster recovery and reconstruction initiatives,although unique opportunities and challenges in effectively implementing citizen engagement still exist.It has been 12 years since the Great East Japan Earthquake,where the government called for a citizen-centered recovery and reconstruction process,and reconstruction in most areas in the Tohoku region has almost been concluded.Using qualitative data acquired through interviews with the residents,field observations during the World Bosai Walk,and questionnaire and archival research,this study aimed to discuss the overall reconstruction of Unosumai in Iwate Prefecture,giving the residents'perspective on the benefits and challenges they faced in participating in recovery planning and reconstruction and how the community has been able to strengthen their participation in disaster reduction initiatives since the earthquake and tsunami.This discussion is crucial as it would effectively offer lessons on engaging residents in post-disaster recovery and reconstruction after mega-disasters.

文摘The need to consider disaster risk reduction at the time of recovery is well-recognized. Viable disaster risk reduction measures should resolve the root causes of predisaster vulnerabilities. Accordingly, we investigated the recovery from the impact of Cyclone Aila in Koyra Upazila, Bangladesh, which was severely damaged by this2009 cyclone. Our research focused on understanding preAila vulnerabilities to cyclone impact and examined the degree of inclusion of vulnerability reduction measures within the recovery process. A composite methodology that included an institutional survey, key informant interviews,collection of the judgment of experts, focus group discussions, and a score-based quantification technique was adopted. Through a process of understanding pre-Aila vulnerabilities, recognition of the root causes of these inherent weaknesses, and identification of appropriate measures for pre-Aila vulnerability reduction, a set of 23 indicators were selected to represent the most desirable vulnerability reduction measures to implement duringrecovery. A score-based technique was applied to measure the degree of inclusion of vulnerability reduction within the recovery with respect to the indicators. The scoring result shows that the degree of inclusion of vulnerability reduction within the recovery was poor. The result specifies that among the 23 indicators of potential vulnerability reduction measures, 10 are completely missing and the rest are only partially included. The overall findings imply that the Koyra community continues to live with a vulnerability similar to that of the pre-Aila period.

文摘Recent advances in computer vision and deep learning have shown that the fusion of depth information can significantly enhance the performance of RGB-based damage detection and segmentation models.However,alongside the advantages,depth-sensing also presents many practical challenges.For instance,the depth sensors impose an additional payload burden on the robotic inspection platforms limiting the operation time and increasing the inspection cost.Additionally,some lidar-based depth sensors have poor outdoor performance due to sunlight contamination during the daytime.In this context,this study investigates the feasibility of abolishing depth-sensing at test time without compromising the segmentation performance.An autonomous damage segmentation framework is developed,based on recent advancements in vision-based multi-modal sensing such as modality hallucination(MH)and monocular depth estimation(MDE),which require depth data only during the model training.At the time of deployment,depth data becomes expendable as it can be simulated from the corresponding RGB frames.This makes it possible to reap the benefits of depth fusion without any depth perception per se.This study explored two different depth encoding techniques and three different fusion strategies in addition to a baseline RGB-based model.The proposed approach is validated on computer-generated RGB-D data of reinforced concrete buildings subjected to seismic damage.It was observed that the surrogate techniques can increase the segmentation IoU by up to 20.1%with a negligible increase in the computation cost.Overall,this study is believed to make a positive contribution to enhancing the resilience of critical civil infrastructure.
文摘There is increasing interest in using Google Street View(GSV) for research purposes, particularly with regard to ‘‘virtually auditing'' the built environment to assess environmental quality. Research in this field to date generally suggests GSV is a reliable means of understanding the ‘‘real world'' environment. But limitations around the dates and resolution of images have been identified. An emerging strand within this literature is also concerned with the potential of GSV to understand recovery post-disaster. Using the GSV data set for the evacuated area around the Fukushima Dai'ichi nuclear power plant as a case study, this article evaluates GSV as a means of assessing disaster recovery in a dynamic situation with remaining uncertainty and a significant value and emotive dimension. The article suggests that GSV does have value in giving a high-level overview of the postdisaster situation and has potential to track recovery and resettlement over time. Drawing on social science literature relating to Fukushima, and disasters more widely, the article also argues it is imperative for researchers using GSV to reflect carefully on the wider socio-cultural contexts that are often not represented in the photo montage.
文摘Disaster response work is associated with various psychological outcomes. In post-disaster conditions,social support is generally observed to impact mental health, particularly for survivors. This review was conducted to survey the extent of social support effectiveness on disaster responder groups. Published quantitative social support studies on police, emergency medical responders,rescue and recovery workers, firefighters, and military responders were searched in various academic databases using keyword searches, a reference list search, and a citation search that resulted in 24 studies with 90 effect sizes being included in the final data base. Articles were coded and effect sizes were averaged using the Hedges–Vevea Random Effects model. Nineteen categories of psychological outcomes(for example, anxiety, depression,posttraumatic stress symptoms, and psychological distress)and eight classifications of support were coded. Social support was found to be associated with anxiety, burnout,depression, job control, job satisfaction, psychological distress, turnover intentions, and work engagement, with mean effect sizes from-0.36 to 0.57. Most studies measured perceived social support and negative outcomes.Social support correlated with outcomes in police responders and rescue and recovery workers. This review discusses the breadth of effect of social support, as well as other elements, such as temporal factors, that may affect the effectiveness of social support in disaster responders.

文摘A new organization and management mechanism with the local government as the main body was created during the post-disaster reconstruction of the "4. 20 " Lushan earthquake,in which the experiences and lessons were drawn from the "5. 12"Wenchuan earthquake. Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation.
