This study explores the impact of digital literacy on adopting e-government services in Rwanda, focusing on the Irembo platform. The study addresses key gaps in the literature related to the digital divide and applies the Technology Acceptance Model (TAM) and Rogers’ Diffusion of Innovations theory. Using data from 2022 and 2023, This study employs k-means and hierarchical clustering to analyze application attributes processed through Irembo, including types, states, and prices. The findings reveal that, despite advancements in digital service delivery, disparities in access and digital literacy persist, particularly in rural areas. The study concludes with recommendations for enhancing digital literacy initiatives and improving e-government platform usability, which is essential for promoting inclusive access to public services and supporting Rwanda’s socio-economic development goals. 展开更多
