High-level strategic intention usually brings into full play the power elements in a nation’s possession to reveal its maximum national strength. Material resources can play a double role in those countries with a definite strategic objective and a long history, but reversely a national power will decline by a big margin. Political culture includes cognitive tendency, sentimental tendency and value tendency. The influence of political culture on political system is multi-folded, of which the most important is to identify the legitimacy of the country and its government. National disposition reflects the characteristics and basic temperament of a nation. Culture exerts big effects on international politics. Cultural security may get national security sense broadened. Cultural security or opinion security are important components of "comprehensive security". Cultural characteristics make available the different oriented anticipations for foreign policy trend. Homogeneous culture will become one of the new incentive mechanisms that constitute international political and economical links.
