This article will discuss the scale and priority areas of China’s investment abroad (hereafter called CHIA) in the period of “the 10th Five-year-plan”.The first part of this paper will analyze some characteristics of investment abroad by developing countries, providing China with the global background against which China invests abroad; the second will inquire into the significance of CHIA and the establishment of transnational corporations for China’s future economic growth, setup reform and open door; the third—the focus of this paper, will forecast the scale of CHIA in the years of the Five-year-plan; the fourth will discuss the key industry and enterprises in CHIA; the fifth will touch the system and policy environment needed to promote CHIA and will indicate the vital points to which attention should be paid.展开更多
There have been many studies about why the voluntary migrants migrate,while few are about the moving attitudes,the moving difficulties and other moving dynamics involved in development induced migration(or project aff...There have been many studies about why the voluntary migrants migrate,while few are about the moving attitudes,the moving difficulties and other moving dynamics involved in development induced migration(or project affected migration).The reason for such a situation is that we take these problems for granted and needn′t be discussed since the migration is under government administration. However,through one case analysis of a development induced migration,we have found that the factors,which may have influences on the motivation of such a migration,are more complicated than those of an voluntary migration.These factors can be divided into the cost benefit ones and the none cost benefit ones.The former also determines the outcomes of a voluntary migration decision,which include monetary cost(benefit),psychological cost(benefit)and so on.The latter only related with development induced migration,which include such factors as the justness,the constraint and the participation of the influenced people,all of them are involved in the interaction between government and migrants.And that′s where we can find the potential in migration mobilization task when the compensation is given the same.展开更多

This paper gave the specification of keywords in Chinese news documents based on analyzing linguistic characteristics of news documents and then proposed a new keyword extraction method based on tf/idf with multi-strategies. The approach selected candidate keywords of uni-, hi- and tri-grams, and then defines the features according to their morphological characters and context information. Moreover, the paper proposed several strategies to amend the incomplete words gotten from the word segmentation and found unknown potential keywords in news documents. Experimental results show that our proposed method can significantly outperform the baseline method. We also applied it to retrospective event detection. Experimental results show that the accuracy and efficiency of news retrospective event detection can be significantly improved.展开更多
