DUYR can be traced back to ancient times, however. Due to abnormal changes in global climate, the entire basin of the Yellow River gets warm and dry. The reduced precipitation is concentrated in summer and occurs mostly in the form of rainstorms. The evaporation of water increases with the intensification of drought. Soil erosion raises the riverbed and increases the permeation and evaporation of river water, preventing surface runoffs in the middle and lower reaches from flowing into the mainstream of the Yellow River, thus causing its drying up. In a word, DUYR is a response to global climatic change and a natural result of the abnormal change in global climate. To address the issue, whole valley artificial rainfall, impoundment in the downstream low lying lands and other effective measures such as the initiative of water transfer from the south to the north can be taken.展开更多

The concept encourages cautious human actions to save and conserve water resources.展开更多
