近年来,通过合同外包的方式购买服务逐渐成为公共服务供给的一种重要模式。然而,不少研究发现,公共服务合同外包的运作过程容易造成政府角色的迷失,在委托-代理、竞争性购买、合同契约、第三方评估和短服务周期等方面存在隐患。而广东... 近年来,通过合同外包的方式购买服务逐渐成为公共服务供给的一种重要模式。然而,不少研究发现,公共服务合同外包的运作过程容易造成政府角色的迷失,在委托-代理、竞争性购买、合同契约、第三方评估和短服务周期等方面存在隐患。而广东省的“双百计划”实践,开辟了一种新的公共服务购买模式,它介乎传统的单位制和当下的市场制之间,通过建立直接委托-代理关系、非竞争性购买、事本主义、政府主导评估、中长期服务周期等,有利于规避服务外包中的隐患,显示着动态发展的政社关系的新前景。实践证明,行政的进入并不一定会挤压社会组织的自主性和专业性,相反,在一定程度上,行政的进入反而是一种积极的保护。与此同时,技术理性和过度的市场化机制可能会带来一些负面影响,这需要引起我们的警惕。 展开更多

Finding the electromagnetic (EM) counterpart of binary compact star merger, especially the binary neutron star (BNS) merger, is critically important for gravitational wave (GW) astronomy, cosmology and fundament... Finding the electromagnetic (EM) counterpart of binary compact star merger, especially the binary neutron star (BNS) merger, is critically important for gravitational wave (GW) astronomy, cosmology and fundamental physics. On Aug. 17, 2017, Advanced LIGO and Fermi/GBM independently triggered the first BNS merger, GW170817, and its high energy EM counterpart, GRB 170817A, respectively, resulting in a global observation campaign covering gamma-ray, X-ray, UV, optical, IR, radio as well as neutrinos. The High Energy X-ray telescope (HE) onboard Insight-HXMT (Hard X-ray Modulation Telescope) is the unique high-energy gamma-ray telescope that monitored the entire GW localization area and especially the optical counterpart (SSS17a/AT2017gfo) with very large collection area (M000 cm2) and microsecond time resolution in 0.2-5 MeV. In addition, Insight-HXMT quickly implemented a Target of Opportunity (TOO) observation to scan the GW localization area for potential X-ray emission from the GW source. Although Insight-HXMT did not detect any significant high energy (0.2-5 MeV) radiation from GW170817, its observation helped to confirm the unexpected weak and soft nature of GRB 170817A. Meanwhile, Insight-HXMT/HE provides one of the most stringent constraints (-10-7 to 104 erg/cm2/s) for both GRB170817A and any other possible precursor or extended emissions in 0.2-5 MeV, which help us to better understand the properties of EM radiation from this BNS merger. Therefore the observation of Insight-HXMT constitutes an important chapter in the full context of multi-wavelength and multi-messenger observation of this historical GW event. 展开更多

In this paper we present the enhanced X-ray Timing and Polarimetry mission—eXTP. eXTP is a space science mission designed to study fundamental physics under extreme conditions of density, gravity and magnetism. The mission aims at determining the equation of state of matter at supra-nuclear density, measuring effects of QED, and understanding the dynamics of matter in strong-field gravity. In addition to investigating fundamental physics, eXTP will be a very powerful observatory for astrophysics that will provide observations of unprecedented quality on a variety of galactic and extragalactic objects. In particular, its wide field monitoring capabilities will be highly instrumental to detect the electro-magnetic counterparts of gravitational wave sources.The paper provides a detailed description of:(1) the technological and technical aspects, and the expected performance of the instruments of the scientific payload;(2) the elements and functions of the mission, from the spacecraft to the ground segment. 展开更多

As China’s first X-ray astronomical satellite, the Hard X-ray Modulation Telescope (HXMT), which was dubbed as Insight-HXMT after the launch on June 15, 2017, is a wide-band(1-250 ke V) slat-collimator-based X-ray astronomy satellite with the capability of all-sky monitoring in 0.2-3 Me V. It was designed to perform pointing, scanning and gamma-ray burst(GRB)observations and, based on the Direct Demodulation Method (DDM), the image of the scanned sky region can be reconstructed.Here we give an overview of the mission and its progresses, including payload, core sciences, ground calibration/facility, ground segment, data archive, software, in-orbit performance, calibration, background model, observations and some preliminary results. 展开更多

目的:探讨中医药特色护理质量评价在神经内科护理管理的应用效果,为提高护理质量提供科学依据。方法:本研究于2019年开展神经内科中医药特色护理质量评价。实施前后分别对小组成员进行护理人员中医护理理论基础知识掌握情况、继续教育... 目的:探讨中医药特色护理质量评价在神经内科护理管理的应用效果,为提高护理质量提供科学依据。方法:本研究于2019年开展神经内科中医药特色护理质量评价。实施前后分别对小组成员进行护理人员中医护理理论基础知识掌握情况、继续教育情况、中医护理技术操作规范性、中医护理方案实施、中医护理科普宣教水平、中医护理过程中错漏事件的发生以及处理过程进行测试评分。实施前后各分别随机抽取120例神经内科住院患者对中医药特色护理质量的满意度进行评价。结果:小组成员的中医护理质量评分(中医护理理论基础、中医继续教育情况、中医护理技术操作规范性、中医护理方案实施、中医护理科普宣教水平、中医护理错漏事件处理)均明显高于实施前(P<0.05);患者满意度为94.2%,显著高于实施前的82.5%(P<0.05)。结论:中医药特色护理质量评价能显著提高神经内科护理管理效果和患者满意度。 展开更多

以莱州、胶南、舟山、厦门、汕头和北海6个群体119尾少鳞鱚(Sillago japonica)为研究对象,采用PCR扩增测序获得长度为450 bp的线粒体DNA NADH脱氢酶亚基2(ND2)基因片段,共检测到77个变异位点,其中简约信息位点30个,单变异位点28个,无碱... 以莱州、胶南、舟山、厦门、汕头和北海6个群体119尾少鳞鱚(Sillago japonica)为研究对象,采用PCR扩增测序获得长度为450 bp的线粒体DNA NADH脱氢酶亚基2(ND2)基因片段,共检测到77个变异位点,其中简约信息位点30个,单变异位点28个,无碱基缺失。119条序列定义了61个单倍型,平均单倍型多样性(Hd)和核苷酸多样性(π)分别为0.945 3±0.015 5和0.009 718±0.005 445。6个群体间的平均遗传距离为0.008 3,遗传分化指数FST均小于0.05,各群体间无显著遗传分化。AMOVA分析得出少鳞鱚的遗传变异主要来自于种群内个体间(99.96%)。中性检验的Tajima's D和Fu's Fs统计值均为负值且显著偏离中性,核苷酸不配对分布图呈现明显的单峰分布,表明少鳞鱚历史上经历了群体扩张事件,估算扩张时间大约在(0.12~0.29)百万年前的第四纪更新世晚期。 展开更多

Conversational large language models(LLMs)such as ChatGPT and GPT-4 have recently exhibited remarkable capabilities across various domains,capturing widespread attention from the public.To facilitate this line of research,in this paper,we report the development of MOSS,an open-sourced conversational LLM that contains 16 B parameters and can perform a variety of instructions in multi-turn interactions with humans.The base model of MOSS is pre-trained on large-scale unlabeled English,Chinese,and code data.To optimize the model for dialogue,we generate 1.1 M synthetic conversations based on user prompts collected through our earlier versions of the model API.We then perform preference-aware training on preference data annotated from AI feedback.Evaluation results on real-world use cases and academic benchmarks demonstrate the effectiveness of the proposed approaches.In addition,we present an effective practice to augment MOSS with several external tools.Through the development of MOSS,we have established a complete technical roadmap for large language models from pre-training,supervised fine-tuning to alignment,verifying the feasibility of chatGPT under resource-limited conditions and providing a reference for both the academic and industrial communities.Model weights and code are publicly available at https://github.com/OpenMOSS/MOSS. 展开更多

In vivo fluorescence imaging in the second near-infrared window(NIR-II)has been considered as a promising technique for visualizing mammals.However,the definition of the NIR-II region and the mechanism accounting for the excellent performance still need to be perfected.Herein,we simulate the photon propagation in the NIR region(to 2340 nm),confirm the positive contribution of moderate light absorption by water in intravital imaging and perfect the NIR-II window as 900–1880 nm,where 1400–1500 and 1700–1880 nm are defined as NIR-IIx and NIR-IIc regions,respectively.Moreover,2080–2340 nm is newly proposed as the third near-infrared(NIR-III)window,which is believed to provide the best imaging quality.The wide-field fluorescence microscopy in the brain is performed around the NIRIIx region,with excellent optical sectioning strength and the largest imaging depth of intravital NIR-II fluorescence microscopy to date.We also propose 1400 nm long-pass detection in off-peak NIR-II imaging whose performance exceeds that of NIR-IIb imaging,using bright fluorophores with short emission wavelength. 展开更多

连作障碍是我国番茄集约化生产的瓶颈,为了探索适宜连作的栽培模式,试验以易感青枯病番茄品种‘梅赛德斯’实生苗及以抗病品种‘爱好’为砧木,‘梅赛德斯’为接穗的嫁接苗为试材,通过分析检测连作3年下根际土壤养分和土壤酶活性指标的变... 连作障碍是我国番茄集约化生产的瓶颈,为了探索适宜连作的栽培模式,试验以易感青枯病番茄品种‘梅赛德斯’实生苗及以抗病品种‘爱好’为砧木,‘梅赛德斯’为接穗的嫁接苗为试材,通过分析检测连作3年下根际土壤养分和土壤酶活性指标的变化,结合土传病害发生情况,分析嫁接对番茄连作障碍下土壤环境消减的影响。结果表明:连作3年内,嫁接苗青枯病的发病率都极显著低于实生苗,说明嫁接苗较实生苗极显著降低了土传病害发生率;嫁接有利于缓解番茄根际土壤中碱解氮含量的升高及连作导致的土壤酸化问题;同时,嫁接有利于缓解番茄根际土壤多酚氧化酶活性、尿酶活性和蔗糖酶活性的下降;另外,连作对嫁接苗种植土壤有机质含量的影响相对不显著,而实生苗在连作1年后显著降低了土壤有机质含量;嫁接对番茄速效钾、有效磷含量的影响无明显规律性。综上所述,嫁接对改善番茄根际土壤化学性质和土壤酶活性有积极作用。 展开更多

We report a frequency-multiplexing method for multi-beam photon-counting light detection and ranging(Li DAR),where only one single-pixel single-photon detector is employed to simultaneously detect the multibeam echoes.In this frequency-multiplexing multi-beam Li DAR,each beam is from an independent laser source with different repetition rates and independent phases.As a result,the photon counts from different beams could be discriminated from each other due to the strong correlation between the laser pulses and their respective echo photons.A 16-beam Li DAR system was demonstrated in three-dimensional laser imaging with 16 pulsed laser diodes at 850 nm and one single-photon detector based on a Si-avalanche photodiode.This frequencymultiplexing method can greatly reduce the number of single-photon detectors in multi-beam Li DAR systems,which may be useful for low-cost and eye-safe Li DAR applications. 展开更多

目的探讨压力接种训练联合健康教育对首发缺血性脑卒中(IS)偏瘫患者心理弹性和生活质量的影响。方法选取温州市中心医院2020年6月至2021年6月收治的首发IS偏瘫患者80例,依据随机数字表法分为两组。对照组采用常规健康教育,观察组在对照... 目的探讨压力接种训练联合健康教育对首发缺血性脑卒中(IS)偏瘫患者心理弹性和生活质量的影响。方法选取温州市中心医院2020年6月至2021年6月收治的首发IS偏瘫患者80例,依据随机数字表法分为两组。对照组采用常规健康教育,观察组在对照组上联合压力接种训练。两组干预4周。比较两组干预前、干预4周的心理弹性量表(CD-RISC)评分、脑卒中专用生活质量量表(SS-QOL)评分、神经功能缺损程度(NIHSS)评分、Herth希望量表(HHI)评分变化。结果干预4周,观察组CD-RISC坚韧评分[(47.29±4.14)分]、乐观评分[(12.85±1.38)分]、自强评分[(28.47±2.27)分]均高于对照组的(39.71±5.47)分、(10.52±1.21)分、(23.84±2.16)分(t=6.99、8.03、9.34,均P<0.001);观察SS-QOL量表评分为(189.74±28.41)分,高于对照组的(158.45±21.24)分(t=5.58,P<0.001);观察组NIHSS评分为(6.72±1.98)分,低于对照组的(8.92±2.14)分(t=4.77,P<0.001);观察组HHI量表评分为(43.28±2.67)分,高于对照组的(35.94±3.09)分(t=11.37,P<0.001)。结论压力接种训练联合健康教育可显著改善首发IS偏瘫患者神经功能、心理弹性以及生活质量。 展开更多

随着电气设备的广泛应用,长期处于50 Hz的电磁场(EMF)环境可能会使工作记忆(WM)等认知功能受到严重影响。然而,EMF影响WM的效应及其神经机制尚不明确。为此本文将15只大鼠随机分为三组,分别暴露于50 Hz、2 mT的EMF环境0 d(对照组)、24 d... 随着电气设备的广泛应用,长期处于50 Hz的电磁场(EMF)环境可能会使工作记忆(WM)等认知功能受到严重影响。然而,EMF影响WM的效应及其神经机制尚不明确。为此本文将15只大鼠随机分为三组,分别暴露于50 Hz、2 mT的EMF环境0 d(对照组)、24 d(实验Ⅰ组)和48 d(实验Ⅱ组),通过T-迷宫任务评估其WM水平,并基于在体多通道电生理记录系统获取内侧前额叶皮层(mPFC)的局部场电位(LFP),分析任务过程中θ和γ节律振荡的功率谱密度(PSD)变化,以及θ-γ节律的相位幅值耦合(PAC)强度变化。结果显示,实验Ⅰ组和Ⅱ组大鼠的θ和γ节律PSD均有不同程度下降,θ和高频γ(hγ)之间的PAC强度下降;实验Ⅰ组和Ⅱ组大鼠达到WM任务标准所需时长均高于对照组。结果表明EMF长期暴露损害了WM功能,可能的原因是θhγ的PAC强度下降引起的mPFC不同节律振荡之间的信息交流受损。本文从PAC强度变化的角度揭示了EMF对WM造成负面影响的潜在神经机制,为进一步探究EMF生物效应及其作用机制提供了重要支持。 展开更多

The effects of forced flows at different velocities on microstructure and solute distribution during the directional solidification of Sn-10 wt% Bi alloys under a simultaneous imposition of a transverse static magnetic field(TSMF) and an external direct current(DC) have been investigated experimentally and numerically. The experimental results show that the solid-liquid interface will gradually become sloping with the increase of the forced flow velocity when the thermoelectric magnetic convection(TEMC)dominates the forced flow at solidification front. However, the interface will gradually become planar as the flow velocity further increases when the electromagnetic convection(EMC) dominates the forced flow. Moreover, when the flow velocity gradually increases, the primary dendrite spacing decreases from384 to 105 μm accordingly. The simulation results show that the solute distribution at the two sides of the sample can be significantly changed by the forced flow at solidification front. The rejected solute will be unidirectionally transported to one side of the sample along the TEMC(a low-velocity forced flow),thereby causing the formation of a sloping interface. However, the rejected solute will be returned back along the EMC(a higher-velocity force flow), which results in a planar interface. Furthermore, the solute content at the two sides of the sample under the forced flows at different velocities was measured. The results are in good agreement with the simulation results, which shows that the solute content difference between the two sides of the sample reaches the maximum when a 0.5 T TSMF is applied, while the solute content difference decreases to zero with a simultaneous application of a 0.5 T TSMF and a 1.6 × 10~5 A/m^2 external DC. 展开更多

Photoelectrochemical(PEC) cells involved with semiconductor electrodes can simultaneously absorb solar energy and perform chemical reactions, which are considered as an attractive strategy to produce renewable and clean hydrogen energy. Sb_(2)Se_(3) has been widely investigated in constructing PEC photocathodes benefitting of its low toxicity, suitable band gap, superior optoelectronic properties, and outstanding photocorrosion stability. We first present a brief overview of basic concepts and principles of PEC water splitting as well as a comparison between Sb_(2)Se_(3) and other numerous candidates. Then the material characteristics and preparation methods of Sb_(2)Se_(3) are introduced. The development of Sb_(2)Se_(3)-based photocathodes in PEC water splitting with various architectures and engineering efforts(i.e., absorber engineering, interfaces engineering, co-catalyst engineering and tandem engineering) to improve solar-to-hydrogen(STH) efficiency are highlighted. Finally, we debate the possible future directions to further explore the researching fields of Sb_(2)Se_(3)-based photocathodes with a strongly positive outlook in PEC processed solar hydrogen production. 展开更多

Horizontal starch gel electrophoresis was used to investigate genetic structures of four populations (Dandong, Rizhao, Ningbo and Guangzhou) of redlip mullet (Chelon haematocheilus). Fourteen loci of ten enzymes (G3PDH, IDHP, LAP, LDH, MDH, MPI, PGDH, PGM, SDH, and SOD) were identified. The proportions of polymorphic loci varied from 0.07 to 0.14. The average observed and expected heterozygosities ranged from 0.02 to 0.05 and from 0.02 to 0.04 respectively among the 4 populations. The average number of efficient alleles of each locus varied from 1.02 to 1.06. The genetic distance among populations was from 0.0004 to 0.0021. The genetic distances between Dandong, Rizhao and Ningbo populations were small, while those between Guangzhou population and other three populations were relatively high. The result indicated the possible divergence of redlip mullet between the South China Sea and the other sea areas of China due to geographic isolation. 展开更多

A new preparation method of near-net-shape 6.5 wt% Si high silicon steel sheets was proposed by combining composite electrodeposition(CED) and diffusion annealing under magnetic field. The obtained sheets were characterized by scanning electron microscopy, energy dispersive spectrometry, analytical balance and a silicon steel material measurement system. The results show that the surface morphology,the elemental distribution, the cathode current efficiency and the silicon content of coatings were obviously influenced by the micro and macro magnetohydrodynamics(MHD) flows under magnetic field.With the effect of magnetic field, the silicon particles content of coatings showed an increasing trend and the diffusion process showed that an approximately uniform 6.5 wt% silicon steel sheet has been successfully obtained. The magnetism measurement showed that the high silicon steel sheet has the lower iron loss, and the iron loss further decreased under magnetic field. The new method proposed in this article,which is more environmentally friendly and low energy consumption, is feasible to prepare high silicon steel sheets. 展开更多
