摘要
在电力市场条件下 ,电能计量中考虑用户谐波对电网的影响和电网背景谐波对用户的影响是必然的。文中通过对公共连接点 ( PCC)谐波电能性质的分析 ,提出了有无谐波情况下均可按照用户与电网的 PCC的基波电能进行电力用户电量计费的统一计量方法。理论分析和现场实测结果表明 ,考虑到电网谐波能耗时 ,所有电力用户的计费电量应是该用户从电网吸收的基波电能量 。
Under power market, it is necessary for utilities and power consumers to consider the effects of both consumer harmonics on the network and network background harmonics on consumers in electric metering systems. By discussing the characteristics of harmonic energy at the point of common coupling (PCC), an uniform watt hour metering method that all consumers pay for their fundamental energy at PCC without regard to the existence of harmonics in the network or the consumer is presented. Theoretic analysis and field measurement results indicate that the consumer watt hour should not be the energy consumed actually but the fundamental energy in consideration of harmonic energy loss.
