摘要
水网建设需要规划先行,水网空间格局设计是各层级水网规划编制的重中之重。针对水网空间格局设计的研究通常聚焦于水资源要素或某一层级、区域,存在与其他行业协同谋划不足等问题,从多要素空间耦合系统、自然-人工复合系统、多功能网络系统等内涵特征出发,结合空间格局设计理论方法对水网空间格局设计的启示,提出了以水系布局为基础、以经济社会水安全保障重点区域为核心、以支撑优化国土空间格局为前提的水网空间格局设计总体思路,统筹考虑经济社会布局、生态保护布局、其他行业发展布局和水系空间布局,提出了水网空间格局设计方法,进而分析了省级水网和市县级水网空间格局设计重点。
Priority should be given to planning in water network construction.The spatial pattern design of water network is the most important thing in the planning of water network at all levels.According to problems including spatial pattern design of water network usually focus on water resource elements or a certain level or region,and lack of collaborative planning with other industries,starting from the connotation and characteristics of multi-element spatial coupling system,natural-artificial composite system,multi-function network system,combining the inspiration of spatial pattern design theory and method for water network spatial pattern design,the general idea of spatial pattern design of water network is put forward,which is based on water system layout,with key areas of economic and social water security as the core,and on the premise of supporting the optimization of territorial spatial pattern.With overall consideration to economic and social layout,ecological protection layout and water system spatial layout,put forward spatial pattern design method of water network.Then analyzes the key points of spatial pattern design of provincial water network and city and county water network.
