摘要
在数据要素时代,如何更有效地实现数据价值和隐私保护是海关面临的重要课题。本文聚焦海关风控场景下数据融合的业务需求,在保护数据隐私和确保数据安全的前提下,研究制定适用于海关技术架构的隐私计算方案,以与银行合作为例,探索应用隐私计算技术实现海关与外部机构的数据安全虚拟融合,开展数据挖掘计算及联合风险分析。运用海关和银行等外部机构联合风控的研判结果,进一步识别企业经营风险,辅助海关监管执法,提升海关风险防控水平,助力进出口企业发展。
In the era of data elements,how to effectively realize the value of data while protecting privacy is a crucial issue for the customs.This paper focuses on requirements of date fusion under customs risk control scenarios.With the premise of protecting data privacy and ensuring data security,it investigates the establishment of privacy computing schemes suitable for customs technical architecture.Taking the cooperation with banks as an example,the paper explores the application of privacy computing technology to achieve secure virtual integration of data between customs and external institutions,facilitating data mining calculations and joint risk analysis.By utilizing joint risk control results from both customs and external institutions such as banks,further identification of business operational risks is possible.This assists the customs in its law enforcement and risk control,and boosts the development of importers and exporters as well.
