摘要
区域市场一体化是深入实施区域协调发展战略的应有之义。改革开放以来,地方政府竞争深刻地影响了中国的区域市场建设。本文在理论分析基础上,基于2012~2021年长三角城市群面板数据,运用面板数据计量模型考察地方政府竞争对区域市场一体化的影响效果、异质性特征及传导机制。实证研究发现:地方政府竞争对区域市场一体化的影响呈显著倒“U”型关系,良性地方政府竞争对区域市场一体化具有促进作用,恶性地方政府竞争对区域市场一体化具有抑制作用;地方政府竞争对区域市场一体化的影响在数字经济发展水平和制造业升级水平方面存在异质性;地方政府竞争可以通过改变区域金融发展和对外开放水平影响区域市场一体化。因此,要规范地方政府竞争行为,以推动区域市场一体化和区域协调发展。研究结论对从优化地方政府竞争角度高质量推进我国区域市场一体化具有一定启示意义。
Regional market integration is a proper part of the in-depth implementation of the coordinated regional develop⁃ment strategy.Since the reform and opening up,local government competition has profoundly affected the construction of China’s re⁃gional market.Based on theoretical analysis,a panel data econometric model is applied to examine the effect of local government competition on regional market integration,its heteroscedasticity characteristics,and transmission mechanism based on panel data of the Yangtze River Delta city cluster from 2012 to 2021.It is found that:the effect of local government competition on regional market integration has a significant inverted U-shaped relationship,with benign local government competition having a facilitating effect on regional market integration and pernicious local government competition having an inhibiting effect on regional market inte⁃gration;the effect of local government competition on regional market integration is heteroscedastic in terms of the level of develop⁃ment of digital economy and the level of upgrading of manufacturing industry;local government competition can through changing the level of regional financial development and openness to the outside world to influence regional market integration.Therefore,it is necessary to regulate the competition behavior of local governments in order to promote regional market integration and regional coo⁃rdinated development.The findings of the study have implications for the high-quality promotion of regional market integration in China from the perspective of optimizing local government competition.
