摘要
为应对经济全球化形势下的农业发展与全面实施乡村振兴战略的需要,各级地方政府需要培养具有创新能力的职业农民,即创新型职业农民。研究分析了创新型职业农民应具备的职业素养:"爱农、乐农"的职业价值观、绿色农业的职业发展观,创新创业的职业能力观;分析了创新型职业农民应具备的三项职业技能:现代农业技术创新能力、现代农业服务创新能力和现代农业管理创新能力。基于此,提出了培养创新型职业农民的政策建议,包括:将农民创新纳入国家创新体系、制订合理的农民创新资金扶持政策、建立农民专业协会培育农民创新能力的政策建议等;提出通过精准化培育、理论与实践相结合、农业培训数字化建设和推广使用农业科教云平台等方式,形成"课堂+田间""线上+线下""短期+终身""自学+互助"等多措并举的创新型职业农民的培养方式,提升新时代农民的创新创业能力。
In order to meet the needs of agricultural development and the comprehensive implementation of rural revitalization strategy under the situation of economic globalization,local governments at all levels need to cultivate innovative professional farmers,that is,innovative professional farmers. This paper analyzes the professional qualities that innovative professional farmers should possess: the professional values of " Love of agriculture and enjoying farming",the professional development concept of green agriculture,and the professional ability concept of innovation and entrepreneurship. This paper analyzes three vocational skills that innovative professional farmers should possess: innovation ability of modern agricultural technology,modern agricultural service innovation ability and modern agricultural management innovation ability. Based on this,the paper puts forward some policy suggestions to cultivate innovative professional farmers,including bringing farmers’ innovation into the national innovation system,formulating reasonable policies to support farmers’ innovation fund,and establishing farmers’ professional association to cultivate farmers’ innovation ability. It proposes to improve farmers’ innovation and entrepreneurship ability in the new era by means of precision cultivation,combination of theory and practice,digital construction of agricultural training and promotion of agricultural science and education cloud platform.
