摘要
在国内核电站建设系统移交过程中,基本都是参照岭澳一期时建立的移交流程或在此基础上进行的适当优化,但无论如何改进都未脱离临时运行(TOTO)移交模式,因为这是系统照管责任转移的边界,必须予以保留,但工程建设期间设计变更频发,按照现有TOTO移交模式需在每个变更执行时进行一次TOTO升版,消耗了工程、生产双方大量的人力资源,且在管理过程中存在安全隐患。通过对现有TOTO移交以及其他管理流程研究发现,适当优化相关工作流程可极大改变TOTO移交模式,基本杜绝TOTO升版问题,避免TOTO升版存在的安全隐患,并且不增加额外管理流程与资源投入。
During the transfer process of domestic nuclear power plant construction system,the transfer process established in the Ling Ao Phase I is basically taken as reference or optimized appropriately on this basis.However,the improvement is not isolated from the TOTO transfer mode,because this is the boundary for the transfer of system management responsibility,which has to be retained.But the design changes during the construction period are frequent.In accordance with the existing TOTO transfer mode,it is necessary to carry out a TOTO upgrading when each change is executed,which consumes a large amount of human resources for both the engineering and production parties.And there is a safety risk in the process of management.Through the study of the existing TOTO transfer and other management processes,it is found that the appropriate optimization of relevant workflow can greatly change the TOTO transfer mode,basically solve the problem of TOTO upgrading,avoid the safety risk of the TOTO upgrading,and do not increase the additional management process and resource input.
