摘要
为完善高速铁路票价机制,设计合理的票价体系,将市场化定价理念引入到高速铁路票价问题的制定当中,构建多阶段双层规划模型,即基于旅客市场细分条件下的第一阶段双层票价制定模型,以及考虑客运产品等级的第二阶段双层票价制定模型,并以京石城际铁路为例,对模型的可行性及合理性进行验证。结果表明,基于多阶段双层规划模型的高速铁路定价方式在提高铁路部门收益的同时降低了旅客的广义出行费用,并且为旅客提供了多种类型的票价选择,对我国高速铁路票价优化具有一定的理论和现实意义。
To improve the fare mechanism and formulate a reasonable fare system, this paper introduces the market pricing concept into the formulation of high-speed rail fare issues, proposes a theoretical model for multi-stage bi-level planning fare formulation, that is, the first stage bilevel fare formulation model based on passenger market segmentation and the second-stage bilevel fare formulation model considering the passenger product grade. Taking Beijing-Shijiazhuang Intercity Railway as an example, the feasibility and rationality of the model are verified. The results show that the pricing method of high-speed railway based on multi-stage bi-level programming model also reduces the passenger’s general travel expenses while increasing the revenue of the high-speed railway sector. It also provides various types of fare choices for different passengers,which has certain theoretical and practical significance for the optimization of high-speed railway fares in China.
