摘要
医疗废物属于危险废物,其规范化管理事关生态环境、疾病防控、食品安全等重要领域,更事关群众的身体健康和生产生活。文章从传统管理模式的弊端、转移过程监管缺失、医疗机构发展不均衡及相关知识法律普及程度不足等几方面浅析了目前医疗废物处置管理面临的问题,从条码身份识别、简化管理流程、智能追踪控制、全产业链视频监控、强化执法监管五个角度介绍了贵阳市医疗废物从源头至处置的全过程信息化监督管理的创新管理模式,并对未来医疗废物的监管提出了思路,可围绕将先进经验推广运用到危险废物的管理、严格执法与创新思路并举、减量化无害化处置、加强医疗废物安全处置的宣传和培训、实现信息共享几方面进行管理。
Medical waste is a hazardous waste.Its standardized management is related not only to important areas such as the ecological environment,disease prevention and control,and food safety,but also to the health,and production and life of the people.The article analyzes the problems faced by current medical waste disposal management including the drawbacks of traditional management mode,the lack of supervision of transfer process,the imbalance of medical institution development and insufficient popularization of relevant legal knowledge,and then introduced the innovative management mode of informationization supervision and management of the whole process of medical waste from source to disposal in Guiyang,for example,bar code identification,simplified management process,and intelligence tracking control,video monitoring of the whole industry chain,and strengthening law enforcement supervision.At last we put forward ideas for the future supervision of medical waste,which include the promotion of advanced experience,strict enforcement of laws and innovative ideas,reduction and harmless disposal,promotion of publicity and training of safe disposal of medical waste,and the realization of information sharing.
