摘要
从海南建省办经济特区30年的发展历程看,以更大的开放办好我国最大的经济特区始终是一条主线。从建省之初争取设立特别关税区的区域开放探索,到20世纪90年代中期以后探索以产业开放带动产业转型升级和区域开放,再到2018年党中央宣布在海南建设中国特色自由贸易港,探索更大程度的开放是海南经济特区的不懈追求。要坚持开放为先,以制度创新为核心,以建设中国特色自由贸易港为目标,实行更加积极主动的开放战略,加快建立开放型经济新体制,推动形成全面开放新格局,努力让海南成为新时代全面深化改革开放的新标杆。
Looking through the development of Hainan＇s establishment of a special economic zone in the past 30 years, it has long been the main line that how to manage China＇s largest special economic zone with greater openness. From the striving to build a special customs zone in the early years to exploring the industrial transformation and regional opening-up through opening industries in the mid-1990 s, to the announcement of building a free trade port with Chinese characteristics in Hainan Province by the CPC Central Committee in 2018,striving for greater openness is the long-lasting pursuit of Hainan Special Economic Zone. Experience has proven that faster pace of the opening-up process, more intensified the opening-up will be, and more rapid development will take place in Hainan. Experience also shows us that if the process of opening-up had laid back, reform and development in Hainan would be sluggish. On the important historic occasion of the 40 th anniversary of China ＇s reform and opening-up as well as the 30 th anniversary of Hainan＇s Special Economic Zone, the aim of establishing a free trade port with Chinese characteristics should uphold reform and opening-up and take innovation as the core.Therefore, we should accelerate the process of building up a new open economy system and form a new pattern of all-round opening-up with the efforts to make Hainan a new benchmark of comprehensively deepening reform and opening up in the new era.
