摘要
农村协商民主对于扩展村民有序参与、促进村庄治理具有积极意义。从静态视角观察乡村协商民主,可能忽视其在农村生长和发展的过程,以及期间乡村治理各主体之间的互动。苏南某村庄的案例提供了动态分析的视角。分析表明,农村协商民主经历了一个从治理工具到治理机制的发展过程。协商民主在最初阶段作为治理工具被发明出来,用以化解乡村矛盾;而后在基层政府推介下扩展功能、完善机构,发挥信息沟通、有序参与和协商村务的功能,成为治理机制。同时,农村协商民主在发展过程中也体现出一定的局限性和缺陷,表现为在结构上实践与法律相脱节;在运行中威权引导盖过民主协商。学术界与实务界需要在肯定乡村协商民主的基础上,从发展的过程中优化改进,克服局限性。
Rural Deliberative Democracy makes important contribution to promote peasants take part in politics orderly, and improve the village governance. Scholars always analyze Rural Deliberative Democracy in a static view, they neglect its process of growth and development. A case study from Southern Jiangsu Province provides a dynamic analysis view, h shows ： Rural Deliberative Democracy was invented as a tool to resolve conflict at first. Then, the democracy became a governing mechanism after packing and introduction by local government. After that, its function expanded and its structure improved gradually. A mechanism was formed by details involving information communication, orderly participation and village affairs negotiation. However, defective and limitations appeared during its development process. To be specific, practice was apart from the law in its structure and the authoritarian guidance＇ s effect was greater than democratic consuhatioo in the operation process. Both academics and practitioners need to optimize the improvement and overcome the limitations from the development process.
