万元工业增加值取水量变化的行业驱动作用与类型分析 被引量:1

摘要 通过Kaya恒等式扩展,将万元工业增加值取水量变化的驱动作用分解为区域工业结构、行业节水效率和行业用水效益3个方面;采用对数均值迪氏指标分解方法(LMDI),提出基于行业尺度的区域万元工业增加值取水量变化的驱动作用、类型与对策.河南省2008-2013年的面板数据研究表明:用水效益的正向驱动作用持续稳定,是河南万元工业增加值取水量下降的主要驱动因素,工业节水建设的成效逐步显现,工业结构调整的驱动作用有待加强;在划分的强抑制、弱抑制、弱推动和强推动4种行业类型中,强抑制和强推动行业是决定区域万元工业增加值取水量变化的重点,提出基于行业驱动特征的河南省降低万元工业增加值取水量的对策建议.将Kaya模型拓展,并应用于行业尺度的水资源研究,将应对水资源危机的对策分解落实到具体的行业,有针对性地给出政策建议,具有理论和实际双重意义. The driving effects on change of water intake of industrial output increase of ten thousand yuan are divided into such three aspects: regional industrial structure, industrial water saving efficiency and industrial water use efficiency with Kaya identity expansion. And then the driving effects, driving types and countermeasures for the regional water intake of industrial output increase of ten thousand yuan changes of different types of industries are analyzed based on LMDI. The study results on the panel data of 2008- 2013 of Henan province indicate that the water use efficiency has always been playing the stable positive driving role and is the principal driving factor contributing to sustained decline of water intake of industrial output increase of ten thousand yuan. Water saving construction of the industrial sector in Henan province has got remarkable achievements, yet the driving effects of the industrial structure should be further en- hanced. Among the four types of industries, i.e. strictly restraining, less restraining, less supporting and greatly supporting classified according to the driving effect, the strictly restraining and greatly supporting industry are the principal factors that determining the change in regional water intake of industrial output increase of ten thousand yuan. The countermeasures and proposals are put forward for cutting down water intake of industrial output increase of ten thousand yuan of different types of industries in Henan province. In the paper, Kaya model is expanded and applied to water resources research for different industries; the countermeasures for water resources crises of different industries are discussed and the corresponding policies are proposed, that are useful both theoretically and practically.
