摘要
党的十八届三中全会确立的一种新的政治理念——国家治理体系和治理能力现代化,该理念最大的特点是多元化治理主体,形成多元合作共治互动的善治格局。明清时期的乡绅治理模式作为传统社会较为成功的一种自治模式,经过数百年的演变与发展,对促进社会矛盾解决、维护国家政治稳定、巩固统治基础、推动社会和谐发展等方面起着重大的作用。时下,我国基层群众自治组织体系松弛、自治主体角色错位、自治人才缺乏,古代乡绅文化也开始断代与流失。鉴于此,应当从明清乡绅治理模式中找寻其经验,借鉴其长处,培养属于新时代的"新乡绅"来参与农村村务自治,创新农村基层自治模式,促进国家基层民主政治建设与国家治理能力、治理体系现代化建设。
A new political idea established by the Third Plenary Session of the Eighteenth Central Committee of the Party-the modernization of state governance system and governance ability.T biggest feature of which is the diversification of governance subject and the formation of pluralistic cooperation and governance.During the Ming and Qing Dynasties,the gentry governance model,as a kind of autonomy model which is more successful in the traditional society,has evolved over hundreds of years.It has played a role in promoting social contradictions,maintaining national political stability,consolidating the foundation of the rule and promoting harmonious development of society.Nowadays,the grassroots self-government system of our country is relaxed,the role of the autonomous subject is dislocated,the autonomy talent is lacking,and the ancient gentry culture begins to break down and lose.In view of this,it should learn experiencefrom the Ming and Qing gentry governance model,cultivate a new era of ＂new gentry＂ to participate in rural village autonomy,innovate rural grassroots autonomy model and promote national grassroots democracy and national governance capacity as well as governance system modernization.
