摘要
提出惠农政策满意度的概念及测量方法,并以惠农政策的直接受益者——农民和惠农政策的直接执行者——基层干部为调查对象,通过统计分析14个乡镇38个行政村的调查数据,测算出7大惠农政策的公众满意度。同时,借助斯密斯政策执行过程模型,深入剖析影响惠农政策执行效果的关键因素。研究表明:农民及基层干部对惠民政策的总体满意程度较高,但对不同惠农政策的评价出现分化,可从减少政策执行成本、保持政策连贯、加强政策统筹、优化政策环境、夯实群众基础等方面入手,完善惠农政策体系,提升惠农政策效果。
This paper puts forward the satisfaction measuring method of agricultural support policy,and assesses the implementation effect of seven policies by investigating farmers and grassroot cadres from 38 villages of 14 towns in Hunan province. Furthermore,based on the Smith Policy- Implementation- Processing model,this paper explores the main influencing factors for the implementation effect of agricultural support policy. The results show that farmers and grassroot cadres are generally satisfied with the agricultural support policies,but there are some differentiations in certain areas. Finally,this paper proposes several measures to improve the effectiveness of agricultural support policies,such as reducing the implementation cost,keeping the policy continuity,strengthening policy co- ordination,improving the policy environment and strengthening the mass foundation.
