摘要
为探索国内水产科研人员通过国家留学基金委"国家公派出国留学项目"赴外开展学术交流与深造的基本模式和情况,以中国水产科学研究院为例,基于2011—2015年连续5年的国家公派出国留学项目的申报和录取情况数据,从项目申报及录取人员的申请类别、留学国家、留学专业、申报人员的年龄、申报人员学历和专业技术水平等几个方面,总结了国内水产领域公派出国留学人员的基本特征和管理人员在该项目管理过程中出现的问题,并针对出现的问题提出建议,探索如何更好执行该项目,协助科研人员通过该项目获得国家公派出国留学机会的方法与途径。
To explore the basic situation and mode of Chinese fisheries scientists doing academic exchange andstudy through The State Sponsored Study Abroad Programs（SSSAP）, taking Chinese Academy of FisherySciences as a case, based on the data of 5 consecutive years from 2011 to 2015 on application type, applicationcountry, application major, age of applicant, education background and academic level of applicant, the papersummarizes and analyzes features of SSSAP personnel and the challenges during program management. Thepaper explores countermeasures of how to effectively manage the SSSAP concerning the existing problems andfacilitate fisheries researchers to find opportunities studying abroad through the program.
