摘要
人大代表履职绩效直接关系到人大制度的运行,制度安排上的缺陷及人大代表自身素质问题影响到人大代表的履职绩效。浙江温岭人大工作站的实践是从人大代表如何有效地履职这一具体工作制度方面对人民代表大会制度的探索与改革。它构建起了基层人大代表在闭会期间履职的有效平台与途径,利用体制内的政治资源构建起了畅通的利益表达机制,提高了人大代表的履职有效性,真正体现了人民代表的代表性。就此而言,人大代表工作站的绩效将是决定工作站未来维持和发展的关键因素。
Performance of deputy by NPC delegates has direct impact on the operation of the NPC system, yet defects in institutional arrangements and issues with delegates＇ own qualities have undermined their performance. The practice of NPC delegates＇ workstations in Wenling, Zhejiang Province, showcases the exploration and reform for the NPC system by improving NPC delegates＇ performance of duty. It builds up an effective platform and approach for grass-roots delegates to perform their duty during the inter-session period, uses the intra-institutional political resources to construct barrier-free in- terest expression mechanism, resulting in improved efficiency of duty performance and the true representation of people＇s in- terest. In this regard, the performance of NPC delegates＇ workstations will be the decisive factor for the future sustainable development of such workstations.
