摘要
农机购置补贴政策是提高农业机械化水平,增强农业综合生产能力的重要手段。福建农机购置补贴政策实施以来,补贴资金规模总量显著增长,补贴区域范围不断扩大,补贴农机具种类持续增加,补贴标准逐年提高,但农机购置补贴政策实施中还存在着补贴资金不足、补贴政策实施不及时、程序繁琐等影响政策效果的问题。因此,福建农机购置补贴政策的完善需要建立多元化投入机制、采取财政与金融并举的补贴方式、适时下放农机具购置补贴资金、实行差别化补贴标准。
Subsidy policy for agricultural maehinery purchase is the important means to improve the level of agricultural mechanization, enhance the comprehensive agricultural production capacity. Since the policy is implemented in Fujian, the scale of subsidy funds increases dramatically, subsidies coverage expands, the species of subsidied machinery expand and Subsidy standard increases yearly. But problems still exist in the implementation, such as shortage of subsidy fund, untimely subsidy policy, red-tape in procedure and so on. Hence, this paper puts forward the suggestion, including the establishment a diversified input mechanism, using funds from the fiscal and financial, granting timly subsidy, using differentiated subsidy standards.
