摘要
就业是民生之本,就业能力对社会稳定具有十分重要的意义,对少数民族地区尤其是藏区而言,由于复杂的民族关系、独特的地理环境、脆弱的生态系统、相对封闭的社会形态以及滞后的劳动力市场发育,世居少数民族就业水平普遍偏低。本文从世居少数民族就业能力的角度分析藏区社会稳定问题,通过构建藏区世居少数民族就业能力的理论分析框架,利用第六次人口普查数据对藏区世居少数民族就业能力客观现实和由此产生的负效应进行了分析。认为该地区世居少数民族就业能力弱、就业稳定性差、就业收入低等因素是核心影响因素。提出解决藏区社会稳定问题的关键是提升藏区世居少数民族就业能力。
Employment is the people's livelihood,employability has great significance for social stability, ethnic minority areas, especially in terms of the Tibetan areas ,due to the complex ethnic relations ,the unique geographical environment ,fragile ecosystems, relatively closed social form lagging labor market development,ethnic groups' employment levels are generally low. Social stability analysis of the Tibetan areas from the point of view of the ethnic groups' employability by building a theoretical analysis of the Tibetan areas ethnic groups' employability framework ,the use of the sixth census data is an objective analysis of the Qinghai-Tibet ethnic groups' employability reality and the resulting negative effect. That the ethnic groups' employability weak, poor employment stability, and low employment earnings factors influencing factors is the core. The key is to propose solutions to the problems of the social stability of the Tibetan areas to enhance the Tibetan ethnic groups' employability.
