摘要
随着《食品安全法》的实施,我国的食品安全标准在不断清理和整顿的过程中,正逐步走向完善。但与日益复杂的食品安全形势和人民群众不断提高的食品安全要求相比较,我国的食品安全标准仍然存在着标准体系不完善、标准水平偏低、标准制定程序不科学、标准不配套不协调等问题。为了加快我国食品安全标准体系的建立,增强食品安全标准的科学性和公信力,要转变食品安全标准理念,以"保障公众身体健康和生命安全"为惟一标准;要杜绝利益集团干涉,充分倾听消费者的意见,科学制定和修订食品安全标准;通过完善食品安全的检测标准、检测方法,提高食品安全标准的检测水平,促进食品安全标准有效实施,保障公众身体健康和生命安全。
With the implementation of the Food Safety Law and progressive improvement of food safety management in China, the food safety standard is on the way to perfection. However, it is still not perfect in light of imperfect standards system, low standard level, unreasonable standard enacting procedure and uncoordinated standards. In order to accelerate the establishment of food safety standards system and strengthen the rationality and accountability of the standard, the concept of food safety standard should be changed with the public health and life as the mere standard; the interest groups interference must be prohibited and consumers' opinions should be fully granted so that the food safety standard can be enacted and revised reasonably; the detection should be improved by perfecting food safety testing standard and approaches so as to guarantee the public's health and life.
