摘要
本文在阐明住房的经济性质、房价收入比、房地产利润率等理论的基础上,论述了"以市场调节为基础,国家调节为主导"的双重调节机制,试图构建城市以"公租房为主,商品房和私租房为辅"的新格局。本文还提出了一些新政策和措施建议,探索以较快的速度来全面妥善解决城市住房难题。
This paper explicates the theoretical foundation for understanding such issues as the economic nature of residence housing,house price-to-earnings ratio and the profit rate of real estate industry.The authors present a dual adjustment system of house price,in which the market serves as the fundamental adjustment mechanism under the guidance of the state adjustment.Thus,a new housing structure will be established with public rental apartments as the major source of housing,while commercial houses and private rental serve a complementary role.Finally,a series of new policies and measures are proposed for the efficient handling of various kinds of housing problems in urban China.
