安全是没有危险的客观状态 ,其中既包括外在威胁的消解 ,也包括内在无序的消解。“安全”概念既与“安全工作”、“安全活动”、“安全度”等表达客观存在的概念有严格的区别 ,更不同于“安全感”、“安全判断”等表达主观意识的概念。科学认识“安全”
Security is a kind of objective state with no danger, including elimination of external threat and internal disorders as well. “Security” is, strictly speaking, totally different from “security work”, “security activity” and “security degree”, which deals with objective reality. It is also different from “sense of security”, “view of security” and “judgment of security”, which expresses subjective consciousness. Therefore, a scientific understanding of the concept of “security” is the prerequisite and basis on the study of national security.
