摘要 China has an old saying "food is heaven," meaning food is the most primal need of mankind. It is not difficult to understand that keeping people sufficiently well fed has direct relevance to lasting peace and order in China has an old saying "food is heaven," meaning food is the most primal need of mankind. It is not difficult to understand that keeping people sufficiently well fed has direct relevance to lasting peace and order in a nation, thereby making it the top priority of any administration. This is particularly true in the case of China, which is a traditionally agrarian country with a massive population.
