摘要
我国现阶段公共卫生服务不均等表现为地区差异和城乡差异,造成这种不均等状况的原因在于分权化的改革,高度分权化的改革导致地方政府财政能力不均等;没有完善的转移支付制度相匹配;地方政府行为异化。因此,实现公共卫生服务均等化,就要强调政府责任、弱化官员激励竞争和设计合理的中央转移支付制度。
Inequity of public health services is differences in area and urban-rural in China. These attributes to the reform of fiscal decentralization, which result to inequity of local government＇ s fiscal capability, mismatch of perfect transfer payment system, and distort of government behaviors. So ,to finish equity of public health service, we must strengthen government＇s responsibility, weaken incentive of local governments, and design sound transfer payment system.
