摘要
沿海地区为我国社会经济发展战略的中心 ,地面沉降和海平面上升已成为其实现可持续发展战略面临的重大环境问题。地面沉降由于区域性和不可逆性 ,其危害是永久的 ;并由此将派生一系列相关的地质灾害及环境、社会问题。地势低平、地质环境脆弱的沿海地区 ,地面沉降系统防治具有重大的战略意义。本文根据可持续发展理论 ,运用系统工程原理 ,对地面沉降进行了系统分析 ,全面提出了水资源管理和地面沉降系统防治的技术性对策和政策性意见。
Land subsidence and sea level rising have become the vital environmental problems for realizing strategy of sustainable development in coastal region where is the strategic centre for economic and social development of China. The systematic control on land subsidence is very important in coastal region where the land is low and flat and the geological environment is fragile.A series of geological hazards, environmental and social problems will also be resulted from the land subsidence which is regional and imrecoverable and the harm is permenent. According to sustainable development theory, the systematic analysis on land subsidence has been made and the technical countermeasures and policy views on management of water resources and systematic control of land subsidence have been put forward with the help of system engineering principle in this paper.
