摘要
农业产业化是农村经济深层次发展的必然方向。本文站在金融视角对黑龙江省富裕县奶牛产业化进行实证研究,分析农村领域金融抑制-金融松动-金融理性化的演变过程,得出农业产业化背景下金融理性的四个典型事实:第一,理性的金融行为不是扶贫而是逐富;第二,扶贫的第一推动力必然来自外生性政策变量;第三,农业产业化是金融支持的条件而不是结果;第四,金融对任何产业的支持都存在限度,否则必然导致信贷资产泡沫化。由此,演绎出农业产业化框架下农村金融安排的基本方向:完善金融制度与功能,以金融理性化涵养农业产业化,从而实现农业产业化的多重效应。
Agriculture industrialization is the trend of poverty reduction and rural economic development. Trough the case study on Fuyu County, Heilongjiang Province, this paper analyzes four stylized facts of rural finance. First, rational financial activity is to support wealthy borrowers than poverty reduction. Second, the first push of poverty reduction is exogenous policy. Third, agricultural industrialization is not result but precondition for financial support. Finally, financial support for any industry should be within a limit, otherwise bubble will increase. This paper also shows the future direction of rural financial arrangement under the framework of rural industrialization: improving financial system and function, promoting agricultural industrialization with financial reasonability, gradually realize the multi - effect of the agriculture industrialization.
