摘要
连云港市高等教育已初具规模 ,已为连云港市社会经济发展做出了贡献 ,但我市高等教育存在着明显的结构缺陷 :办学规模小、层次低、专业设置重复陈旧、办学资源分散、办学条件不足、规模效益低下、管理体制条块分割等。应该根据国家的宏观政策和我市的实际 ,对我市高等教育结构进行优化调整。调整的目标可分为近期、中期和长期三个阶段性方案 ,最终建成一所功能齐全、结构合理、办学效益高的综合性大学。政府应该未雨绸缪 ,做好宣传、组织、投入等基础性准备工作。
The higher education of Lianyungang city has begun to take shape and made a great contribution to the development of the city's economy.However,it obviously has some drawbacks in its structure.Such as,small scale,low level,repeated and out moded specialities,scattered resourcces,inadequate conditions,little benefit and separated management system,etc.Therefore,the structure of higer education in our city should be improved according to our government's macropolicies and the reality of the city.The goal of improvement can be divided into three stages:short-term,mid-term and long-term.By achieving these goals step by step,some first-class universities of reasonable structure and with all the necessary functions will be set up.
