摘要
21世纪初,我国在部分农业科研单位进行了科技体制改革的试点工作,像任何一次改革一样,此次改革有推动科技事业发展的正作用,同时也存在一些影响稳定和发展的遗留问题。文章列举和分析了遗留问题的种类、产生的原因及其影响,提出了以改革的办法解决改革遗留问题及创新政策、平衡资产、股权改造的宏观政策措施,并从促进科技企业稳定发展的视角,探索了调节分配、企业重组、科技支撑的管理创新思路。
At the beginning of 21th century, a pilot science and technology system reform was carried out in some agricultural scientific research units. Like any other reform, it has a positive role to promote the development of science and technology, but problems influencing stability and development were also left over. The reason, types of legacy problems and its influence were listed and analyzed. It was suggested that these problems should be solved by reform, such as innovation of policy, balance of property and equity reform. From a perspective of promoting steady development of science and technology enterprise, innovative strains of thinking was put forward, such as adjusting distribution, enterprise restructuring, and supporting by science and technology.
