摘要
生态环境治理具有公共性、外部性、系统性和复杂性等特征,因此需要多主体合作参与。而合作往往因主体的多元性、责任分配的艰巨性和责任认知的差异性而难以达成。在以往的生态环境治理中,多靠政府高位推动为主,社会力量或资本力量参与其中。通过对D村的秸秆治理调查发现,生态环境治理中的合作达成不仅仅体现在多主体的互动,更体现在责任的互动与调配。合作的达成,在“话责—明责—共责—分责”的链条中一步步实现。协商话责和明确责任是前提,共责与分责是合作达成的关键机制。产出效能感、责任排序与责任重叠是影响责任共识达成的三个要素。通过对责任分解的规则解读发现,基于身份、规则的同等性;角色、地位的差等性;能力、责任的对等性是责任分解有效的关键。“以责任联结合作”通过激发各主体的内部责任意识、规范责任行动,为新时代乡村生态环境治理合作的达成提供了新思路。
Eco-environmental governance has the characteristics of publicity,externality,systematization and complexity,so it needs multi-agent cooperation and participation.However,it is often difficult to achieve cooperation due to the diversity of the major agents,the difficulty of responsibility allocation and the difference of responsibility cognition.In the past,the eco-environmental governance mainly relied on the government s high-level promotion,with social forces or capital forces participating in it.The investigation of the treatment of grain straws in D village reveals that the cooperation in eco-environmental governance finds expression not only in the interaction of multi-agents,but also in the interaction and allocation of responsibilities.The cooperation will be realized step by step in the chain of“discussing responsibility-clarifying responsibility-undertaking responsibility-dividing responsibility”.The premise is to negotiate responsibility and clarify responsibility,while the key mechanism for cooperation is undertaking responsibility and dividing responsibility.The sense of output effectiveness,responsibility ranking and overlapping responsibilities are the three factors that affect the consensus on responsibility.Through the interpretation of the sharing rules of responsibility,the key factors to its effectiveness include the following:dependence on the equality of the identity and rules,the difference of roles and positions,and the equivalence of ability and responsibility.“Linking cooperation with responsibility”provides a new idea for the realization of the cooperation in rural eco-environmental governance in the new era by stimulating the internal consciousness of responsibility of each agent and standardizing the responsibility action.
