摘要
建立基于资源价值格局的国土空间优化机制是我国实现空间治理体系与治理能力现代化的关键环节与难点问题。文中采用InVEST模型等方法评估自然资源实物量,进而评估自然资源价值量,以此为基础优化国土空间格局,并进行了实证检验。研究表明:1)自然资源价值核算无论是基础框架还是核算方法,均可借鉴生态价值理论,在传统的自然资源价值核算基础上扩充核算指标。2)建立自然资源实物量到价值量的转化关系,将实物量与价值量之间的转化过程予以分析,可较为精确的评估自然资源价值。3)以自然资源高价值区域为土地用途转变的限制性图层,以各土地利用类型的单位自然资源价值为综合效益参数,可以进行国土空间结构与布局优化。以自然资源价值量为基础构建“实物量核算-价值量转化-格局优化”的分析框架,为探索建立“格局-过程”的耦合机制提供有益借鉴。
Establishment of land space optimization mechanism based on resource value pattern is the key link and difficult problem in realizing the modernization of spatial governance system and governance capacity in China.Using the InVEST model and other method,we evaluate the physical quantity and value quantity of the natural resources,and then optimize and verify the land spatial pattern based on the value of natural resources.The conclusions are as follows:1)Both the basic framework and the accounting method of natural resource can draw lessons from the ecological value theory in value accounting,and can expand the accounting indicators on the basis of the traditional natural resource value accounting.2)The natural resources value can be evaluated more accurately by following two steps:building the conversion relation between the physical quantity and the value quantity of natural resources,and then analyzing the process between them.3)Taking the high value area of natural resources as a limiting layer in land use transforming and considering the unit natural resource value of each land as comprehensive benefit parameter are useful for optimizing the country’s spatial structure and layout.
