摘要
中国开发性金融的国际化进程经历了从边缘到中心的转变,拉美在中国开发性金融的全球布局中占据重要地位。不同于商业性金融和政策性金融,开发性金融以国家信用为基础、以市场业绩为支柱,具有长期性、战略性和微利性。在合作范式上,以能源和基础设施为主轴,以可持续发展和改善民生为导向,以与中国建交为合作前提条件,以促进中国和拉美合作国的双边关系为最终目标。在运行机制上,政府与市场协同发力,单边与多边融资并行互促,展现了中国"耐心资本"充足的禀赋优势。在合作成效上,中拉开发性金融合作在拉美释放了正外部效应,兼顾了国家利益、商业利益与合作国利益的均衡发展,实现了融资、融智和融技的有机结合,促进了中拉双方在整体上互利共赢。
The internationalization of China’s development finance has transited from periphery to the center,while Latin America holds a significant position in China’s global development finance architecture.Different from commercial finance and policy finance,development finance is endorsed by sovereignty credit and supported by market performance,with the characteristics of long-term,strategic and meager profit margin.The cooperation paradigm of China-Latin America development finance is centered by energy and infrastructure,guided by the idea of sustainable development and livelihood improvement for people and oriented by the ultimate aim of promoting bilateral relations,with precondition of having diplomatic ties with China.At the same time,the government and the market work together,as well as the unilateral and multilateral finance are promoted in parallel to function as operation mechanism,showing that China has abundant"Patient Capital"endowment.The China-Latin America development finance has produced remarkable cooperation fruits,exemplified by generating positive externalities in Latin America,balancing the national interests,commercial interests and the interests of partner countries,as well as combined the financing,intellectual and technological integration,which has substantially promoted the overall China-Latin America cooperation in a mutually beneficial and win-win approach.
