摘要
本文认为,实行政府采购是我国一项具有重大影响的财政制度改革措施,但目前我国统一高效的政府采购制度尚未形成,需要进一步改革目前的预算管理体制,构建政府采购的监督约束机制,完善政府采购的法律体系和投招标制度体系,加强政府采购人才的培养,以使我国政府采购最终走向法制化和规范化,大幅提高政府采购的效率。
This article maintains that implementing government procurement is an important reform measurement in fiscal system.However,unified and effective government procurement system hasn't been established,and we need to further reform current budget management system,set up supervision and control mechanism on government procurement,improve legal system and public biding system,strengthen the personnel training,so as to establish perfect government procurement legal system and enhance the normalization and efficiency of government procurement.
