摘要
城市防震减灾信息服务系统是面向城市建设、社会管理和灾害应对辅助决策等的多元服务系统,是GIS在震害防御和应急救援体系的综合应用。目前,我国一级城市都建立了比较完善的地震监测预报、地震灾害预防和地震紧急救援三大工作体系,但急剧扩张的市县二三级城市的防震减灾特殊需求却缺少足够重视,其城市震防与公共服务职能也相对滞后。因此,文中阐述了建立市县防震减灾系统的重要意义,分析设计了基于服务器端.Net平台开发的WebGIS应用系统,以实例介绍系统开发过程中的关键问题,最终实现功能完善的市县防震减灾服务系统并通过测试达到预期效果。应用实例表明,该市县防震减灾信息服务系统能满足社会需要和行业需求。
WebGIS is introduced in the field of earthquake prevention and disaster reduction information service system. This system helps the government departments to find the shortcomings in the earthquake defense measurements and to provide the government departments with useful data and methods of hazard defense before all earthquakes coming. Considering the developmental characteristics of the medium and small sized cities in the future, the limitations of current WebGIS field system were evaluated systemically. In light of the idea of multi-tier and component, a new architecture, . Net-based WebGIS system,is constructed. In this paper,the study on system environmental design, frame model and geographic database framework are carried out. The results of the research are applied in the WebGIS based on earthquake prevention and disaster reduction information service system in Xi'an Yanliang District.
