摘要
中国走过的60年也是社会保障制度发生翻天覆地变化的60年,60年来社保制度的发展历程可分成4个阶段:1978年以前是传统社保制度的发展阶段,1978～1992年是对传统社保制度的反思和探索新制度阶段,1992～1998年是新型社保制度的选择阶段、1998年以来是社保体系的建立和完善阶段。在这60年中,中国的社保制度从无到有,从低水平到全面覆盖,从单位保障到社保,从偏重城市到城乡统筹,从追求温饱到和谐发展,走过了辉煌的发展道路。
The sixty years New China traversed are a period when radical changes took place in the Chinese social security system.A retrospect on the changes in the Chinese social security system in those sixty years reveals the four stages of development:development of the traditional social security system before 1978;reflections on the traditional social security system and explorations for a new social security system from 1978 to 1992;making choices of new-type social security systems from 1992 to 1998;and the establishment and improvement of the new social security system since 1998.Over the sixty years,China has traversed a glorious course of development in social security,growing out of nothing and developing from a very low level to wide coverage,from provision by the units to only their employees to being provided by the state,from laying particular stress on the cities to taking both the city and countryside into account and from seeking just enough food and clothing to striving for harmonious development.
