摘要
"十一五"期间,国防科技工业实施转型升级战略是推动国防科技工业科学发展的要求,是国家发展战略、国防战略的重要组成部分。国防科技工业转型升级的实质是政府主导的国防科技工业制度变迁的过程,国防科技工业转型升级战略的实施要求经济调控方式从直接调控向间接调控转变,管理模式从部门管理向行业管理转变,调控手段从行政手段向经济、法律手段为主转变。
During the l lth five-year-plan period, the transition and upgrade of science and technology industry of national defense is the requirement of the scientific development of science and technology industry of national defense, and is an important ingredient of the national development strategy and national defense strategy.
